We appreciate the opportunity for a possible interview of your
planned building project. As I indicated to you over the
telephone, I feel we can supply your project with some valuable
information towards the physical and mechanical operation of your
building.
We have just recently moved into our new facilities and our
revised brochures are not back from the printers. A short resume
of our firm is listed below:
Our firm was established 38 years ago as R.W. Surplice & Associates.
With the retirement of Mr. Surplice 3 years ago the name was
changed to Surplice Associates, Inc. Mr. Surplice is used as
an advisor to the firm. Over those total years the office has
designed over 3300 projects; Schools, 258; Banks, 72; Churches,
62; with the remainder being a variety of almost any type of
building you could think of. Public buildings include courthouses,
jails, fire stations, city halls, libraries, police stations, and
recreation centers.
Presently, we have a new State Office Building out for bids,
estimated cost at $1.9 million. We are also completing working
drawings for Waushara County Courthouse/Jail, estimated cost at
$1.7 million. Some of our past municipal buildings: Marquette
City Hall, Marquette, Michigan, $1.2 million; Austin Straubel
Airfield Terminal Building, $2.9 million; Green Bay Police Station,
$1 million.
Our firm consists of 15 employees of which we have 5 Architects and
2 Professional Engineers. Our new office building consists of
5,000 square feet of architectural working area and has capability
of producing most of the services within house.
As I indicated in my first letter to you, we have expertise in
Hockey and activities related to Arenas right within 3 of our
partners, plus the availability of an experienced Arena Floor
Manager and Maintenance man.

Two of the partners of our firm are registered in Iowa and we
have done industrial work in the State of Iowa.
Our professional fees are 6% of the signed contract price after
bidding and agreed upon by both parties. The 6% fee includes the
following:
I. Architectural design and drafting
2. Plumbing, Heating, Ventilating, Air Conditioning & Electrical
3. Travel Expenses
4. Blueprinting and Specifications
5. All meetings
The purchasing of equipment is left entirely up to the Owner. Our
firm will assist the Owner in the bidding and selection of the
following:
1. Playing floors
2. Hockey boards
3. Scoreboards
4. Backstops
5. Mats
6. Other moveable equipment
Landscaping services are also included in the 6% fee at no charge
to the Owner.

S E R V I C E S
PRELIMINARY PLANNING
:'his is probably one of the most important segments of good archi-
tectural planning. An overall master plan of the site location
incorporating the buildings, parking facilities, traffic flow
patterns and areas of future expansion is the first step. Then
sketches and designs are worked out with these basic ideas:
1. Best possible traffic flow within each building.
2, High standard of aesthetic quality,
3: Simplified economical construction costs.
4. Minimum of maintenance.
Conferences are held with the Owner's representative to discuss the
preliminary plans to arrive at a complete understanding of the build-
ing requirements and usage.
INSPECTION TRIPS
Members of the firm are available to accompany the Owner's repres-
entative to inspect similar buildings to view various types of con-
struction methods, materials and design,
SITE SURVEY
The project site is surveyed by our office to determine the topography
and verification of electrical, water, gas and sewer locations.
Lot line survey, location of electrical, water, gas and sewer locations
along with soil testing survey are to be provided at the Owner's expense.
COST ESTIMATES
When final preliminary plans are developed, cost estimates are pre-
pared for the client for budget purposes.
WORKING DRAWINGS
After approval of the preliminary design, the next step is the pre-
paration of detailed working drawings for bidding purposes, The
drawings are organized to coincide with the way the actual construc-
tion of the building will occur. They include not only the general.
construction details, but also the heating and air conditioning,
plumbing and electrical phases of the work. Also incorporated are the many mechanical services required for equipment furnished by the
Owner, such as laboratory, production and shop equipment, as well as
providing space for furniture.
The State Industrial Commission has repeatedly complimented our
office for the clarity and simplicity of our plans.
SPECIFICATIONS
The.Specifications for each project are developed along with the
drawings to form a complete and concise manner in which all work
will be executed and the standard of quality which is to prevail.
Specifications are individually typed and bound for each project.
Each sheet contains the name and date of the project rather than
utilizing a master form for all jobs which tends to confuse the
contractors and create dissension on the job.
RENDERINGS, SKETCHES AND MODELS
Included in our services are artist sketches and models of each
building and/or a master plan as desired by the client for repro-
duction in newspapers, magazines or TV.
CONTRACT DOCUMENTS
After bids are received, all contract documents and specifications
are suitably bound and submitted to the respective contractors and
client for signatures after which a special copy is prepared for
the client's records.
SUPERVISION OF CONSTRUCTION
When work on the project starts, we assist the general contractor
in the proper "staking out" of the building so it conforms to the
Master Plot Plan.
The supervision of the project is handled by our Chief Job Super-
intendent who has 25 years of field experience in the general
contracting field. The lead draftsman also makes frequent trips
to the project to review the work and assist the contractor to keep
the work going smoothly.
Shop Drawings are requested on all major materials and checked for
conformance with the Specifications. Several brand name manufact-
urers are specified, allowing for competitive bidding.
Copies of approved submittal drawings, operation and maintenance
instructions and parts lists are turned over to the owner in bound
manuals to --comprise an invaluable record for his maintenance pro-
gram. Manufacturers are requested to instruct the client's per-
sonnel in the operation and maintenance of mechanical equipment.
POST CONSTRUCTION SUPERVISION
Included in the specifications, we require each contractor to pro-
vide a one year service guarantee on all materials furnished except
for the two year guarantee requested on the temperature controls for
the heating and air conditioning system.
After acceptance of the building by the Client, our firm visits
the building during the first year of operation for any possible
deficiencies and sees that the respective contractors correct any
problems to the Owner's satisfaction.
