The Civic Center features a Multi -Purpose Auditorium with seating accommodations ranging from 1, 500 to 6, 000, designed to accommodate such activities as recreational ice skating and hockey, sporting events, commencements, banquets, conventions, exhibits, trade shows, and other similar events. The pedestrian concourse will interconnect the recently restored existing 750 seat Orpheum Theatre with the Multi -Purpose Auditorium. The Multi -Purpose Auditorium will have a flat floor of 27, 000 square feet, divisible into two halls of approximately 12, 000 square feet each for simultaneous use. The Auditorium will also have a competition -size ice sheet for free skating and hockey, with supporting locker rooms for touring sport and entertainment groups. Other support facilities include meeting -seminar rooms, catering kitchen, administrative offices, expanded dressing, receiving -storage and set construction spaces for the theatre. The Civic Center will be located in downtown Dubuque. it will front on the Town Clock Plaza, a pedestrian and partial transit mall interconnecting the downtown retail and Urban Renewal Development. The site is bounded by Locust Street, a north -south artery, and 4th and 5th Streets. June 15, 1976 FIVE FLAGS CIVIC CENTER DUBUQUE, IOWA BOWEN KANAZAWA PARTNERSHIP ARCHITECTS MADISON, WISCONSIN CONCEPT A facility of the nature of Five Flags Civic Center must be designed to serve a multiplicity of uses. The economical implications of a structure of this nature dictates that maximum utilization of each unit of space must be considered. One can no longer afford the luxury of providing individual "exclusive homes" for any particular group, organization or program. The placement of individual cubicles of space must be arranged to most efficiently and effectively handle the multitude of groups, organi- zations or individuals who participate in the functions of the center. The elegant grandeur of the inside and the majestic dominance of the out- side of the Orpheum Theatre building restricts, to a certain extent, the treatment of a new addition. A marriage between new and old is some- times disastrous. However, all attempts should be made to accomplish a compatibility of function with the "sense of occasion" one tends to experience when inside or outside the present Orpheum Theatre building. Five Flags Civic Center is being provided for the people of the Dubuque - land area. Accessibility, interior movement, functionally pleasant units of space, and convenient egress must be provided to insure maximum participation and utilization. Once a participant reaches the inside of the center, he must be able to move smoothly from his point of entrance to the particular room or space unit that he desires. The interior movement must be designed in such a way that control can be accomplished with a minimum of personnel. Once the participant has reached his destination, the units of space must be designed and equipped in such a manner that as well as being a pleasant experience once inside, it must also be functional. After the participant has taken part in the particular activity, he must be able to leave the facility and reach his method of transportation in a con- venient, smooth, unhampered way. This will necessitate the placing of exits and the treatment of these exits in such a manner that the area can still be controlled, but will allow exit from that particular portion of the facility. The Five Flags Civic Center will feature a large hall to accommodate such activities as conventions and exhibitions, sporting events, commence- ments, concerts, banquets and other similar events. A central concourse will provide community and multi -use space and interconnect the existing theatre, performing arts area, and the Multi -Purpose Auditorium. Conventions, Exhibitions and Trade Shows A Multi -Purpose Auditorium with 25-27, 000 square feet of exhibit space. This area would be complimented by meeting rooms ranging in capacity from 50 to 300 persons. Recreation In addition to free skating and hockey, the Multi - Purpose Auditorium would provide non -ice gymnasium recreational uses including volley ball and badminton. Community and Multi -Use A central space will function as a pedestrian concourse - gallery and interconnecting circulation space for the existing theatre and Multi -Purpose Auditorium Performing Arts Additional supportive spaces will be developed to serve the existing Orpheum Theatre. It is anticipated that much of this area can be jointly used for the total facility.
