CALL TO ORDER: Chairman Steger called the meeting to orderandasked that those present introduce themselves. MINUTES: MOTION by Roberts, seconded by Lottes, to approve the min- utes of the meeting of April 18, 1973 as submitted. Motion carried. COMMITTEE ON The staff reported that it had not been successful in nego- REGIONALISM: tiating a grant with Iowa Office of Planning and Programming to organize a regional, multi -County planning organization as had been suggested by the Division of Local Affairs, OPP. The staff indicated that they then contacted the Dubuque Area Extension Office who, they understood, were instrumental in establishing the areawi.de planning commission in Area I. They indicated to the staff that there was substantial interest in the other two counties and that possibly an initial meeting should be arranged. That neeting was held on Thursday, July 12, 1973 at the Extension (.office with participation from the three County Boards of Supervisors, the three .largest cities and other interested in0 viduals. Delaware and Jacksor- County representatives indicated that they had each selected five memebers to serve on n committee to study and recoimend an organization and they s0990 :ted that Dubuque County ;also - appoint five members. The Chair asked for comments or volunteers. It was suggested that the city elected slot be assigned to the Mayor for his appointment. It was suggested that Donald "Lefty" Meyers of Dyersville should be contacted to serve,representi.n9 communities of over a_thousand. Ray Scherrman indicated he would serve as the representative of the Board of Supervisors. There being no volunteer from a city under a thousand, it was suggested that the staff contact the Mayors to seek a vol- unteer. Lacking any further suggestions or volunteers for the fifth position it was suggested that the Chamber of Commerce be assigned the slot. Mr. Grau indicated that the Chamber of Commerce would be happy to appoint someone to the Committee. MOTION by Lottes, seconded by Friedman, to appoint the Com- mittee as discussed. Motion carried. r - SWISS VALLEY The staff reported that PARK REVIEW: the Dubuque.County Conservation Board had negotiated an option to purchase nal land for expansion in Swiss ValleyPark.They the status of the reviewed existing properties, the 1968 Outdoor Recreation Report and the update under way, and special studies of the Swiss Valley watershed. It was reported that the County Conservation Board now intended to switch its emphasis to development on existing lands it now owns and limit its further acquisition to proposals expanding existing facilities as those opportunities become avail- able. The staff recommended that DCMAPC approve dorse this project. and en_ MOTION by Lottes, seconed by Roberts to approve the Swiss Valley Expansion Project. Motion carried. Mr. Norman emphasized the necessity and success of the private -public venture surrounding this project and out- lined many of the benefits which the corporation believed this Civic Center would bring to the Dubuque area region. Discussion on the floor centered around use of the theater, design and relationship of the theater promenade and new building and finally responsibility for operation of the Center when completed. It was explained that the Center would be operated by the City of Dubuque, probably within one of the existing departments so as to coordinate the facility with other recreational programs. The staff recommended that the project be endorsed and approved. MOTION by Kalvelage, seconded by Lotter, to approve and en- dore the Five Flags Civic Center Project.. Motion carried. OPEN SPACE AND RECREATION PLAN: The staff reported that the project was approximately 40 per - cent complete. The sections on introduction and review of the 1968 Plan accomplisments were in draft form. The updated inven- tory had been completed. The staff had contacted many of the municipalities personally and were now waiting for responses to a letter sent to Mayors and Councils which had not been con- tacted. It was emphasized that individual community thoughts on recreation needs must be expressed in order to measure de- mand against established criteria and known supply. The staff indicated that nay groups having difficulty in outlining their concerns in recreation should contact the office and a repre- sentative would be available to help them.
