H34-PIiR United States Department of the Interior NATIONAL PARK SrRVICE WASI-IINGTON, D.C. 20240 JUN p 4 1973 k-I5- ,/�Z Dear State Historic Preservation Officer: An additional item of $8 million for "Special Bicentennial Grants -In - Aid" is included in The Budget of the United States for Fiscal Yen-- 1974, pages 574 througl.i 575 of the Apperdix. This amount is to provide project matching grants to states which meet the attached criteria for Special Bicentennial Patching Funds. The same amount is proposed for each of the following two fiscal years as well. l Eligible states will submit Special Bicentennial Grant -In -Aid Programs as supplements to their regular grant programs and in accordance with the following guidelines (all page numbers refer to Grants -In -Aid Policies and Proccdur.es June 1973); �. • 1. Cover Include title, such as "[name of state] Special Bicentennial Grant Pro- gram, Supplement to the Annual .Preservation Program for Fiscal Year 1974," and.the name of the responsible state agency. 2. Title Page • 1 Include title, publication year, and the name of the responsible agency. 3. Table of Contents 4. Official Certification Add certification by the State Historic Preservation Officer, stating that the Governor has been afforded 45 days to review and comment on the volume as prescribed in Office of Management and Budget Circular A-95. �t Al 4 2 5. f2ecial Bicentennial Grant Program Contents a. Relationship to Regular Program. Explain how the Special Bicentennial Program supplements the Annual Preservation Program for Fiscal Year 1974. This can be done by complying with, as appropriate, the guidelines for the Program Status Report, page 8. b. .Long, Range Planning Explain how Bicentennial planning has influenced overalllong-rangeplanning, using the statement under Long Range Preservation Plan- ning Synopsis (pages 8 through 9) as the basic guideline. c. Summate of Immediate Plans. Complete this section by applying the guidelines under Summary of Immediate Plans, pages 9 through 11. Realize that just the Special Bicentennial Program is involved here; do not combine regular and special programs. Special note: although the Apportionment Warrant for the Special Program will be separate from the i:arrant for the regular program, complete it according to the guidelines on pages 9 through 10. 6. Submission Date The Supplement is due August IJ Approved Special Bicentennial Grant -in -Aid Programs will be administered according to the Policies and Procedures volume. But we want to emphasize the following points: I. A single annual program grant will be awarded to - each eligible.grantee (pages 11 through 12). 2. Program administration will begin with the submission of an Office Of Management and Budget Circular Ho. A-102 Construction Application (pages 12 through 13) and will follow on a project basis as individual projects are initiated (pages 13 through 15). 3. Work under the Special Bicentennial Grant Program will be done in compliance with the policies under Section II, Grants Administration, Policies and Procedures. i �I V • f. 3 Apportionment of funds will be based on need as established by an eval— uation of the comparative strength of program applications in meeting each of the special criteria.
