Airport Operations and Maintenance Supervisor Todd Dalsing recommends City Council
approval to reallocate funds from existing projects to meet the required 5% local match
($99,500) for Runway Safety Area Improvements, Electronic Airport Layout Plan and
Safety Management Systems. The Federal Aviation Administration will fund 95% of
these projects.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
Dubuque Regional Airport applies for Federal Aviation Administration (FAA) federal funds in the
form of Airport Improvement Program (AIP) grants. Annually airport receives approximately
$1,000,000 entitlement at 95% federal 5% local participation. FAA also uses pilot programs funded
through discretionary dollars at 95% federal 5% local participation. Airports that participate in pilot
programs will not be required to use entitlement dollars after the program becomes regulation.
BACKGROUND
