Shall the City of Dubuque, Iowa, acquire lands and establish, con- struct and equip a recreation building thereon in said City?" and "SHALL THE FOLLOWING PUBLIC MEASURE BE ADOPTED? Shall the City of Dubuque, Iowa, acquire lands and establish, con- struct and equip a recreation building thereon in said City and contract indebtedness for such purpose not exceeding $2,500,000 and issue bonds for such purpose not exceeding $2,- 500,000 and levy a tax annually upon the taxable property in said City of Dubuque not exceeding three and one-half mills per an- num for the payment of such bonds and the interest thereon?" WHEREAS, the City Council of the City of Dubuque, Iowa, has not- ed and observed considerable pub- lic discussion and public debate concerning the relative merits of the Five Flags in its present loca- tion as well as the proposed Ice Skating Rink at its presently pro- posed location; and WHEREAS, in truth and in fact. the proposition to he submitted to the electorate is based upon, and premised on, such two facilities in terms of a recreation building and in determining the location of such recreation building, the location of the facility, together with the pro- posed uses thereof, was evaluated in the relation of such facility to the entire community with particu- lar emphasis to its critical effect upon the downtown portion of this community.
