Retired Dubuque Police Department Officer Mark Kisting owns an antique 1948
Chevrolet Stylemaster sedan which replicates a Dubuque Police Department Accident
Prevention Bureau vehicle. Mark Kisting wishes to donate this vehicle to the City of
Dubuque so that it can be refurbished and used by the City of Dubuque in parades, City
Expos and other Dubuque celebrations.
Chief of Police Mark Dalsing has started a Dubuque Police Department Historical
Committee to celebrate the 175th Anniversary of the department in 2012, as well as
ongoing promotion, enhancement and general pride in the department and its history.
Obtaining and restoring this car are a priority project for this group and Mark Kisting has
maintained his offer to give us this car. The Historical Committee has located some old
car enthusiasts and other interested people in refurbishing the car. Once refurbished, it
would be Chief Dalsing's intention to use the car in parades, Expo and other Dubuque
celebrations. It is anticipated that this restoration project will be done at little or no cost
to the City.
Chief of Police Mark Dalsing recommends the City Council accept the charitable
donation of this car.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The, vehi�cle has not been operational for a number of y ears and had' been in stora at
Marik's residence. The Dubu Pol�ice Department used the vehicle as part of a
historilcal displa at Cit Expo a few y ears a and at that t�ime, Kistin offered to g ive
the vehicle to the department. The vehicle was towed to and from Expo and has been in
a pirivate stora facilit siince then.
Ken Tekippe has already been spoken to about insuring the vehicle and Barry Lindahl
has prepared a document for Mark's charitable donation of the vehicle to the city.

Mark Kisting has been the Dubuque Police Department's unofficial historian for years
and has an extensive collection of department memorabilia including this car. He has
told us that he would like the department to have the car and has been working with the
Historical committee on this and other department history projects.
This car is a nice representation of the department's history and the Historical
Committee is enthusiastic about refurbishing the car and driving it with pride in city
events, right ahead of the refurbished Dubuque Fire Department ladder truck. The
committee has found similarly enthusiastic, old- -car enthusiasts in the community who
want to partner with us on the project. 1 am anticipating that this project will be done at
little or no cost to the city.

Review of this memo and recommendation to the city council to agree to accept the
charitable donation of this car.

LEASE AGREEMENT
This Lease Agreement is made and entered into on the
day of 1 988, by and between Mar H. K ` `

1 Adeline street, Dubuque, Iowa (Lessor) - and. the City of
Dubuque, Iowa (Lessee) .
1. The intent of this Lease Agreement is to provide
Lessee access to and display of an antique automobile (Vehicle)
which replicates an Accident Prevention Bureau Police Vehicle
of 1 specifically, a white 1948 Chevrolet four -door
Stylemaster S edan , VIN 2l j J23423 ,
2. For the sum of one dollar ($1.00), Lessor Agrees to
provide Vehicle to Lessee for a period of not less than sixty
(6 4) days and not more than fifty 5 0) years from the date
of this Lease Agreement, This Lease Agreement may be termi-
nated by either party by written notice to the other party.
3 . Ownership of Vehicle shall be retained by the Lessor,
who is providing Vehicle to the Lessee for the transaction of
official business, including parades, displays, special
enforcement, or any other lawful purpose of the Lessee. Lessor
agrees to pay all operating, storage, maintenance and improvement
costs for Vehicle, and all components or attachments, except
for sukch costs as may be specifically approved in advance by
and in writing by the Chief of Police.
4. Lessor agrees to have the City named as an additional
insured, on any policy of insurance providing coverage for
Vehicle.
5. Lessor agrees not to operate or use Vehicle for any
purpose other than participating in public functions where
representation of the City of Dubuque Police Department would
be appropriate, or any use specifically authorized in advance
by the Chief of Police, and any operation of vehicle necessary
for maintenance and improvement of the Vehicle.
6. Lessee agrees to permit usage of official markings
and devices which indicate that vehicle is an emergency vehicle
of the City o f Dubuque Police Department, including markings
Of the name or insignia of the Police Department. a nd off
City license plates.
