Minutes_Park and Recreation Advisory Commission 7 13 10PRESENT: ABSENT: OTHERS: NEW COMMISISONER: ADMINISTER OATH OF OFFICE: MINUTES APPROVED; VOTE: ELECT OFFICERS; VOTE: DISCUSS PLANS FOR BMX BIKE TRACK: DISCUSS REQUEST FOR BOCCE BALL COURTS: PARK AND RECREATION COMMISSION MEETING Tuesday, July 13, 2010 4:30 p.m., Comiskey Center, 255 East 24th Street Bob Blocker, Tom Blocklinger, Mark Noble and Dave Schlueter Paul Hoffmann, Karen Lyness and Evelyn Nadeau Staff present: Marie Ware, Pat Prevenas, Bob Fritsch and Jolene Rettenberger Mr. David Schlueter was welcomed as the new member of the commission. Leisure Services Manager Marie Ware had Mr. David Schlueter sign the official papers. It was moved by Noble, seconded by Blocklinger, to approve the minutes of the June 8, 2010, meeting. The motion passed unanimously. It was moved l Blocklinger to elect Mark Noble as Chairperson, seconded lily Schlueter. It was moved yy Blocklinger to elect Paul Hoffmann as Vice - Chairperson, seconded y Schlueter. It was moved k Blocklinger to elect Robert Blocker as Secretary, seconded 12y Schlueter. All motions passed unanimously. Recreation Division Manager Patrick Prevenas reported the following information regarding the BMX Bike Track: • The idea of building a BMX Bike Track was first brought to us by Park Division Manager, Bob Fritsch. The BMX Bike Track will be located at the McAleece Park and Recreation Complex, next to the Skate Park (between the skate park and the Wisconsin bridge). Back in April, a memo was sent to City Manager Michael Van Milligen. The City Manager has given the approval to go ahead with the project. On June 1st, the BMX Bike Track went to City Council for approval. Jason Henkels (works at Free Flight) and a friend are working on the design of the BMX Bike Track. Tschiggfrie Excavating will be providing the clay for this project. Total cost for materials is $6,000. Leisure Services Manager Marie Ware shared with the commissioners an email that she received from a Dubuque citizen asking about creating a Bocce Bali Court. Is there a need to set up a public meeting on developing a Bocce Ball Court? Several commissioners shared their input. Recreation Division Manager Pat Prevenas suggested on sending out a news release on this item and /or placing it on our website to see what interest there is in bocce ball. Marie Ware will get back to the citizen and follow -up on this matter. continued UPDATE ON CATFISH CREEK FEASIBILITY STUDY AND EXPLANATION OF NEXT STEPS: MEMORIAL BENCH AND TREE DONATION FEES: PARK DIVISION REPORT: July 13, 2010 meeting page two Leisure Services Manager Marie Ware shared with the commissioners the outcome of the public meeting. There were about 90+ people in attendance (property owners /enthusiasts /commissioners). Input sheets were received and Marie will review them. Commissioner Noble commented on how everyone really liked phase I and phase II of the Feasibility Study. Commissioner Blocker was concerned on how people will react to the plans on having the trail. It was recommended to take the time to review the Feasibility Study and to have the Park and Recreation Commission recommend to the City Council the consideration on this project. Leisure Services Manager Marie Ware reviewed the Memorial Donation Agreement form with the commissioners. To date, we are only charging customers $800 for a memorial park bench to be installed and plaque engraved. Please note that this $800 fee does not cover the cost/expense /time of the installation and plaque engraving. The cost to have a memorial tree is only $60 with the City planting the tree. Please note that this $60 fee does not cover the cost/expense /time of the planting and plaque engraving. It is recommended that the fees be increased. It was moved k Schlueter, seconded by Noble, to increase the fees to $850 for the memorial bench and $150 for a 1 -inch tree, $250 for a 2 -inch tree and $350 for a 3 -inch tree, plus the price of the engraved plaque hanging from the tree or to put on the bench. Fees will be reviewed each year with the possibility of changing fees based upon material costs. . The motion passed unanimously. Park Division Manager Bob Fritsch updated commissioners on the following: • RAGBRAI will be in Dubuque on Saturday, July 31st. The Park Division has purchased 50 pots /urns and filled them with flowers. These pots /urns will be placed along the bike route on Main Street, Dubuque Industrial Center West and other areas around Dubuque. The restrooms located at Bergfeld Recreation Area will be utilized as a checkpoint for the bicyclists. A banner will be hung on the historical bridge that is sitting along Chavenelle Road explaining the history and work to be done on the bridge upon installation at the Bergfeld Recreation Area. • Work continues to be completed at the Dubuque Industrial Center West. • We are re- mulching the Highway 20 roses and trimming back the junipers. We have placed compost on the 6,000 roses in the beds. If these improvements do not help with the growth of our roses, they may be replaced next year with a new design from Park Division Manager, continued RECREATION DIVISION REPORT: OTHER BUSINESS: ADJOURN; VOTE: No other business to report on. We are installing brick - inlaid sidewalks and lights. • The parking lot at Bergfeld Trail in the Dubuque Industrial Center West is being moved due to site distance. • Commissioner Blocker commented on how efficient the fireworks /air show went while he was at the Miller Riverview Park. Everything was well organized; compliments to all on a great job. Recreation Division Manager Pat Prevenas shared the Winter /Spring 2010 Reports with the commissioners. • We are enjoying the best season of golf since 2001 at the Bunker Hill Golf Course. • We are working on the irrigation system at the Bunker Hill Golf Course. • The month of June has been well attended at both Flora and Sutton swimming pools. Pool staff have done a great job on water rescues at the pools; staff has been trained very well. We have received many nice compliments from the ambulance /emergency staff on how we have been handling water rescues at the pools. • The Comiskey Center was built in 2002. The building is utilized year -round for the Uptown Recreation Program, Playtime for Tots, as well as for neighborhood and other meetings, and church services. Due to budget constraints, we are no longer utilizing the Comiskey Center as a warming -house for ice skaters. During the summer, we utilize our playground programs in the mornings and evenings at the Comiskey Park in which a free lunch program for children via a partnership with the Boys' and Girls' Club of Greater Dubuque Summer Food Service Program and the U.S. Department of Agriculture is offered. We currently serve 30+ lunches at this site. It was moved by Blocklinger, seconded by Schlueter, that the meeting be adjourned at 5:35 p.m. The motion passed unanimously. Chairperson
