07 25 22 City Council Proceedings Official_SpecialCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:00 p.m. on July 25, 2022, in the second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. Present: Mayor Cavanagh; Council Members Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell. Absent: Council Members Farber and Jones. Mayor Cavanagh read the call and stated this is a special session of the Cit y Council called for the purpose of conducting work sessions to receive updates on conceptual development in the South Port and the reuse study for the City-owned 5th street site. WORK SESSIONS (2) 1. South Port Conceptual Redevelopment Economic Development Director Jill Connors; Project Manager Steve Sampson Brown; Ryan Peterson of RDG Planning and Design; and Matt Mulligan with Conlon Construction presented information from recent planning sessions among City staff related to conceptual development in the South Port. The presenters responded to questions from the City Council regarding US Army Corps of Engineers involvement in the development, the various dock concepts being considered, how this project may align with the Chaplain Schmitt Island redevelopment, and potential timeframe of the redevelopment. This work session concluded at 6:54 p.m. 2. Environmental Protection Agency Reuse Study for City-Owned 5th Street Site in the Port of Dubuque Economic Development Director Jill Connors and Project Manager Steve Brown presented information from an Environmental Protection Agency (EPA) Brownfields Technical Assistance Grant that studied the feasibility of developing a sports & recreation facility on a 12 -acre site in the North Port. The presenters responded to questions from the City Council regarding the accessibility of a potential site to families who reside downtown and the various funding options for development.
