session at 4:30 p.m. on
August 17, 2010 at the
Grand River Center.
Present: Mayor Buol,
Council Members
Braig, Connors, Jones,
Lynch, Resnick, City

Community is an inclu-
sive community cele-
brating culture and
heritage and has ac-
tively preserved our
Masterpiece on the
Mississippi: Dubuque
Citizens experience
healthy living and re-
tirement through quali-
ty livable neighbor-
hoods with an abun-
dance of fun things to
do and are engaged in
the community achiev-
ing goals through part-
nerships: and Dubuque
City Government is fi-
nancially sound and is
providing services with
citizens getting value
for their tax dollar.
There was a strategic
discussion on the fol-
lowing critical issues:
•Safe Community
Task Force: Council
discussed the forma-
tion of a Safe Commun-
ity Action Committee,
which would meet
quarterly to monitor
the implementation of
the Task Force's rec-
ommendations and
provide a forum for
public input.
•Every Child / Every
Promise: Consensus
was reached on contin-
ued commitment to
and support of the pro-
gram and it was decid-
ed that this would be
re- evaluated in a year.
•Budget Process and
Priorities: Council dis-
cussed increasing resi-
dents understanding of
the City's budget proc-
ess. Responding to
questions from Coun-
cil, the City Manager
explained the process
used by the City in de-
termining the annual
budget.
•Unified Development
Code: Implementation,
Requirements, Flexibili-
ty - Council recognized
that staff is fine - tuning
the Code and that flexi-
bility and discretion
need to be used when
encountering omis-
sions and unforeseen
impacts.
•Riverfront Vision and

opment, infrastructure
upgrade and project
funding sources.
•City Council dis-
cussed governance is-
sues including the cur-
rent workload of the
Council and it was also
determined that the
City Clerk and City At-
torney should have an-
nual evaluations simi-
lar to that of the City
Manager.

motion the meeting ad-
journed at 9:24 p.m.

Mayor Buol read the
call and stated this is a
special session of the
City Council called for
the purpose of con-
ducting a Leadership
and Strategic Planning
Workshop with Lyle
Sumek facilitating.
The 2009-2010 Per-
formance Report was
reviewed and the top
successes for the past
year and the actions
associated with each
were discussed and re-
fined.
The City Council ap-
proved the City of Du-
buque Vision 2025 as:
"Dubuque is a progres-
sive, sustainable City
with a strong diversi-
fied economy and ex-
panding global connec-
tions; the Dubuque
Community is an inclu-
sive community cele-
brating culture and
heritage and has ac-
tively preserved our
Masterpiece on the
Mississippi; Dubuque
Citizens experience
healthy living and re-
tirement through quali-

need for a clear vision
and master plan for de-
velopment of the com-
plete riverfront includ-
ing the South Port and
North City Island with -
consistent quality de-
velopment while main-
taining a top-quality
working port and tou-
rist destination.
•Workforce Housing
Strategy: Staff is cur-
rently working on this
on -going issue.
•Historic Millwork Dis-
trict Strategy: Council
discussed what the
next steps were in or-
der to move this initia-
tive forward including
quality private devel-
opment, infrastructure
upgrade and project
funding sources.
•City Council dis-
