The City of Dubuque received a REAP grant in 2008 for $200,000 for the Iowa 32
Hike /Bike Trail Phase 2 Project. The original construction project of $202,027 was
approved by Council in late July 2009. The project, through a series of four change
orders most relating to drainage and additional engineering costs, is now estimated to
be $291,333.
Leisure Services Manager Marie Ware recommends City Council approval of the
reallocation of money from the Eagle Point Park Overlook Sidewalk CIP and utilizing
savings from the Pamela /Ramona Joint Repair Project and the Library HVAC
Maintenance Project to cover the additional $91,333 needed for this project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide the account changes to accommodate the
overages for the Iowa 32 Hike /Bike Trail Phase 2 project that runs from JFK to Plaza Drive.
BACKGROUND
The City of Dubuque received a REAP grant in 2008 for $200,000 for the project. The original
construction project of $202,027 was approved by Council in late July of 2009. This small
overage was to come from savings by other FY 2010 Park Division CIP's. The project through a
series of four change orders most relating to drainage and additional engineering costs is now
estimated to be $291,333. This is $91,333 over the REAP grant.
DISCUSSION
Jenny Larson and I have worked on the following plan:
FY 10 Pamela /Ramona Joint Repair savings $39,980
(not enough $ to cover entire project, will rebudget)
Library HVAC Maintenance $17,275
(not needed as it is now a new system)

CIP 3501453 Eagle Point Park Overlook Sidewalk
I have walked the Eagle Point overlook sidewalk. The sidewalk has not declined as fast as was
predicted. The recommendation would be to leave the remainder ($30,446) in the CIP project
line 3501453 and expend it to create a plan and cost estimate for the future sidewalk project for
Eagle Point.
RECOMMENDATION
Jenny and 1 recommend the above plan to cover the overage.

INTRODUCTION

overages for the Iowa 32 Hike /Bike Trail Phase 3 project that runs from Plaza Drive to Asbury
Road and then on to Pennsylvania.
BACKGROUND
In January of 2009, the City Council approved engineering services of Buessing and Associates
for Phase 2 and Phase 3. Phase 2 engineering was budgeted as a part of the REAP grant
received in 2008. Phase 3 engineering was initiated prior to any grant approvals because of
possible funding through stimulus money. A memo from Gil Spence on January 20, 2009
outlined the funding for Phase 3 engineering recommended at $25,955 would come from CIP
project #1021871 — BMX Bike Track. Stimulus funding was not received for the project. In
researching this project recently it was found the CIP project #1021871 outlined in the 1 -20 -09
memo was used in FY 09 for Partitions for Restrooms (CIP #1011062) $20,699, Park Maint
Headquarters Improv (CIP #1011471) $1,447, Skate Park - Rebuild Ramps (CIP #1011874)
$3,672, and Miller Riverview Rip Rap (CIP #1001170) $4,074 instead of this project. The City of
Dubuque received a REAP grant in 2009 for $200,000 for the Iowa 32 Hike /Bike Trail Phase 3
in the fall of 2009. Expenditures for engineering prior to receiving the grant are not grant
eligible. $15,076 has been spent that was not REAP grant eligible.
