Van Milligen, City Manager SUBJECT: Airport Commission Hangar Construction Recommendation DATE: September 2, 2010 Dubuque bfrd AN- AmelcaCily hlill 2007 On April 30, 2010, the Dubuque Regional Airport experienced a severe storm with heavy winds that damaged and destroyed several hangars. City insurance carrier identified the Wood T- Hangars and Steel Box Hangars as a total loss. Half (or 4/8) Steel T- Hangars were considered a total loss and the remaining would require new roof and siding replacement. Dubuque Airport Commission, staff and IIW Engineering worked with City of Dubuque insurance carrier Friedman Insurance (Travelers Insurance), Federal Aviation Administration (FAA), and City of Dubuque to establish funding mechanisms to reconfigure and rebuild hangars that were damaged /destroyed. The Commission is recommending approval of the low bid for Phase I of the project to Stumpf Construction in the amount of $552,135.50 and agreement to move ahead with Phase 11 in the Spring of 2011. Funding is available for Phase I with the $599,975 in insurance coverage and is available for Phase II with savings from the Runway 13 -31 Safety Area Construction Improvement Project. BACKGROUND DBQ Airport Commission, Staff and IIW Engineering worked with City of Dubuque insurance carrier Friedman Insurance (Travelers Insurance), Federal Aviation Administration (FAA), and City of Dubuque to establish funding mechanisms to reconfigure and rebuild hangars that were damaged/ destroyed. DISCUSSION Bid packets were opened August 26, 2010. Six (6) bids were received. Stumpf Construction is the apparent low bidder at $552,135.50. Previous discussions for additional funding to realign and improve hangars, specifically from IDOT, will not be required due to favorable bid results. $ 276,536 estimate paving and drainage. Runway 13 -31 Safety Area Construction Improvement project bid came in $517,082 under budget, recommend $276,536 be used toward T- Hangar paving and drainage in spring of 2011. Remaining $240,546 will be carried over and used toward terminal project. No negative impact to existing terminal project budget. Local match approved with Runway 13 -31 Safety Area Improvement August 16, City Council Meeting. CONCLUSION The Airport Commission recognizes the replacement of the storm damaged hangars critical to existing tenants providing aircraft storage. Revenues received from general aviation are an integral part of the annual budget. I respectfully request your approval of the Airport Commission recommendation to proceed with construction of hangars, Phase I and II. Six bids were received for this project. A tabulation of the bids is enclosed. After reviewing the bids, it was determined the low bid was submitted by Stumpf Construction, Inc., of Dubuque, Iowa in the amount of $552,135.50. Stumpf Construction, Inc. has the experience, workforce and equipment to properly complete this contract. We recommend award of the 2010 T- Hangar and Box Hangar Replacement Phase 1 project to Stumpf Construction, Inc. in the amount of $552,135.50. Per our conversation with Travelers I would recommend that the airport accept the check from them for the $599,675. This looks like it should cover all of the hangers and even the engineering cost. I know you said you needed to get approval from the commission and the city council so I thought I would give you some record of our recommendation. The 599,675 was already minus the $25,000 deductible. Also, I did check when I got back to he office and the contractor (Stumpf) does have the needed insurance required to do this job. We will also get the builders risk put in place, remember to subtract that portion from there bid. If you need any other information please let me know, thanks.
