Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendation for funding from the Public, Educational,
and Government (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $6,000 for the City of Dubuque to add a digital single lens reflex capability to
its motion - controlled time lapse system.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Tele-
Programming Commission to approve a request for funding from the Capital Grant for Access
Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY11 with a balance to be awarded of
$112,661. Interest on the account has added another $5,700. Currently there is a balance to
be awarded of $101,465.
At its meeting on August 26, 2010, the Commission approved a request from the City of
Dubuque for $6,000 to add a digital single lens reflex capability to our motion - controlled time
lapse system. The application for this request is attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for this request be forwarded to
the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: The purpose of this request is to
expand the capabilities of the programmable camBlock pan /tilt system the City recently acquired. This
request is for a Canon 5D digital SLR camera body and lens, with accessories, and the necessary
camBlock components to control the camera. Shooting time lapse recordings as a series of stills has two
main advantages: 1) It enables HD recordings (that can be easily converted to SD); and 2) It allows
much greater flexibility in terms of the duration of the time lapse. Time lapses of long duration recorded
with a maximum number of frames can be shortened for on -air playback by selected only the number of
frames for the desired duration. Also included in this request is the custom Pelican case to protect the
camBlock components during transport.
Describe how the community will benefit from your request:: Visually compelling recordings from the
camBlock system will be featured in CityChannel 8 station IDs and programs and provide local cable
viewers with exciting views of the city.
