Building Services Manager Rich Russell recommends the City Council support the
adoption of the 2012 International Energy Conservation Code by the International Code
Council. This code will result in buildings that are 15% more efficient than buildings
constructed under the 2009 International Energy Conservation Code and 30% more
efficient that buildings constructed under the 2006 International Energy Conservation
Code.

These studies indicate that new home buyers are willing to pay up front for long -term
energy solutions. The range of return on investment in these two studies is from 8 -11
years.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

of consumers will pay up to $11,000 more for their home if it lowers their
annual energy costs by $1,000. And a Department of Energy analysis
found that increasing an average home's efficiency by 30 percent would
add $4,000 in initial cost — assuming a 30 -year fixed mortgage at 7
percent, that's $211 in annual mortgage payments — but reduce energy
costs by $723 a year!"

The International Code Council will be holding the Final Action Hearings for the 2012
International Energy Conservation Code in late October, 2010. This memo is seeking an
endorsement of the adoption of 2012 International Energy Conservation Code, as
proposed.
The end result is that the 2012 International Energy Conservation Code will result in
buildings that are 15% more efficient than buildings constructed under the 2009
International Energy Conservation Code and 30% more efficient than buildings
constructed under the 2006 International Energy Conservation Code.

REQUESTED ACTION: I recommend the City of Dubuque support the adoption of the
2012 International Energy Conservation Code, as proposed.
