8 17 10 City Counciil Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in special session at 4:30 p.m. on August 17, 2010 at the Grand River Center. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, City Manager Van Milligen, City Attorney Lindahl Absent: Council Member Voetberg Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a Leadership and Strategic Planning Workshop with Lyle Sumek facilitating. The 2009-2010 Performance Report was reviewed and the top successes for the past year and the actions associated with each were discussed and refined. The City Council approved the City of Dubuque Vision 2025 as: “Dubuque is a progressive, sustainable City with a strong diversified economy and expanding global connections; the Dubuque Community is an inclusive community celebrating culture and heritage and has actively preserved our Masterpiece on the Mississippi; Dubuque Citizens experience healthy living and retirement through quality livable neighborhoods with an abundance of fun things to do and are engaged in the community achieving goals through partnerships; and Dubuque City Government is financially sound and is providing services with citizens getting value for their tax dollar. There was a strategic discussion on the following critical issues:  Safe Community Task Force: Council discussed the formation of a Safe Community Action Committee, which would meet quarterly to monitor the implementation of the Task Force’s recommendations and provide a forum for public input.  Every Child / Every Promise: Consensus was reached on continued commitment to and support of the program and it was decided that this would be re-evaluated in a year.  Budget Process and Priorities: Council discussed increasing residents understanding of the City’s budget process. Responding to questions from Council, the City Manager explained the process used by the City in determining the annual budget.  Unified Development Code: Implementation, Requirements, Flexibility – Council recognized that staff is fine-tuning the Code and that flexibility and discretion need to be used when encountering omissions and unforeseen impacts.  Riverfront Vision and Direction – South Port of Dubuque, North City Island: Consensus was reached regarding the need for a clear vision and master plan for development of the complete riverfront including the South Port and North City Island with consistent quality development while maintaining a top-quality working port and tourist destination.  Workforce Housing Strategy: Staff is currently working on this on-going issue.  Historic Millwork District Strategy: Council discussed what the next steps were in order to move this initiative forward including quality private development, infrastructure upgrade and project funding sources.  City Council discussed governance issues including the current workload of the Council and it was also determined that the City Clerk and City Attorney should have annual evaluations similar to that of the City Manager.
