8 18 10 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in special session at 4:30 p.m. on August 18, 2010 at the Grand River Center. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, City Manager Van Milligan, City Attorney Lindahl Absent: Council Member Voetberg Mayor Buol read the call and stated this is a special session of the City Council called for the purpose of conducting a Leadership and Strategic Planning Workshop with Lyle Sumek facilitating. The City Council members listed what they considered the top challenges and priorities for the City of Dubuque over the next twelve to eighteen months. The City Council confirmed the five-year goals for the community as: (1) Diverse, Strong Dubuque Economy; (2) Sustainable City; (3) Planned and Managed Growth; (4) Partnering for a Better Dubuque; and (5) Improved Connectivity – Transportation and Telecommunication. Objectives for each of the goals were ranked, with the short-term challenges identified with the actions necessary to achieve each goal. The Policy Agenda for 2010 – 2012 was established as: Top Priority – Master Plan for the South Port and City Island, Human Relations Strategy, the City’s Sustainability Plan, SMARTER City Partnership, Historic Millwork District Plan, Safe Community Task Force and Southwest Arterial Funding; and High Priority – Project HOPE, FEMA Maps, Every Child / Every Promise, Community Foundation of Greater Dubuque, Collaboration with the Dubuque Community School District and Leisure Services Department, and Air Service Expansion. The Management Agenda for 2010 – 2012 was established as: Top Priority – Workforce Housing, DubuqueWorks, Washington Neighborhood, Intermodal Facility, Bee Branch Creek Reconstruction, and Street Improvement Program; and High Priority – Riverfront Leases, Destination Opportunity, Dubuque 2.0, West End Fire Station, and Passenger Rail Service.
