Eagle Valley Subdivision Sanitary Sewer Extension Project
Sealed bids were received for the Eagle Valley Subdivision Sanitary Sewer Extension
Project. Assistant City Engineer Gus Psihoyos recommends award of the contract to
the Iow bidder, Fondell Excavating, in the amount of $278,426, which is 9.8% under the
engineer's estimate.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Eagle Valley Subdivision Sanitary Sewer Extension Project
INTRODUCTION
The enclosed resolution provides for the award of the Eagle Valley Subdivision Sanitary
Sewer Extension Project.
DISCUSSION
The Eagle Valley Subdivision Sanitary Sewer Extension Project would extend 4,400 feet
of 8-inch ductile pipe to service 87 lots in the 20-acre owner-occupied, affordable
housing Eagle Valley Subdivision along Roosevelt Road. Consistent with the Affordable
Housing Task force report, staff recommended that the City finance the cost of sanitary
sewer service within the subdivision. The developer will repay the City as each lot is
sold, with a five-year balloon payment. Assistance is only provided for owner-occupied
housing.
Sealed bids were received on the project on August 12, 2003. Fondell Excavating of
Dubuque, Iowa, submitted the Iow bid in the amount of $278,426.00. This amount is
9.8% under the engineer's estimate. A summary of the bids received is as follows:

RECOMMENDATION
I recommend that the contract be awarded to Fondell Excavating in the amount of

ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution awarding the Eagle
Valley Subdivision Sanitary Sewer Extension Project to Fondell Excavating.

RESOLUTION NO. 291-03
AWARDING CONTRACT
Whereas, sealed proposals have been submitted by contractors for the
Eagle Valley Subdivision Sanitary Sewer Extension Project pursuant to
Resolution No. 265-03 and notice to bidders published in a newspaper published
in the City of Dubuque, Iowa on the 5th day of August, 2003.
Whereas, said sealed proposals were opened and read on the 12th day of
August, 2003, and it has been determined that the bid of Fondell Excavating of
Dubuque, Iowa, in the amount of $278,426.00 was the lowest bid for the
furnishings of all labor and materials and performing the work as provided for in
the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Fondell
Excavating and the Manager be and is hereby directed to execute a contract on
behalf of the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's
bond, the City Treasurer is authorized and instructed to return the bid deposits of
the unsuccessful bidders.

RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
Whereas, on the 30t~ day of July, 2003, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for
the Eagle Valley Subdivision Sanitary Sewer Extension Project.
Whereas, notice of headng on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are
hereby approved as the plans, specifications, form of contract and estimated cost
for said improvements for said project.
