Recognition of Section 8 Program
The City of Dubuque Housing Department Section 8 Rental Assistance Program was
recently recognized by HUD with two certificates of achievement,
The first is for "Family Self-Sufficiency Program Success." This recognizes the program
success in consistently enrolling a number of families in the program, in excess of
minimum HUD requirements.
The second certificate recognizes the program for successfully promoting
homeownership opportunities for Section 8 participants.

Re: Recognition of Section 8 Program
Our Section 8 rental assistance program was recently recognized by the HUD-
Region VII Off-me in Kansas City with two certificates of achievement. These ara
attached for your raview.
The first is for ~Family Self-Sufficiency Program Success.' This racognizes our
program success in consistently enrolling a number of families in the program, in
excess of minimum HUD raquirements. In fact, with 45 families currently
participating, we are enrolling about three times the requirad number. The
ceKdficate also recognizes that we maintain escrow accounts for all these
families, which ara in turn paid to the families when they successfully complete
the terms of their program participation. These payments have been used by the
families for such purposes as purchase of an automobile or for additional
educational expenses.
The second certificate recognizes our program for successfully promoting
homeownership opportunities for Section 8 participants. In fact, we wera the first
housing authority in Iowa to utilize the revised HUD regulations, to convert the
rantal housing payments (from the housing voucher) for use as mortgage
payments toward purchase of a first home. We have subsequently assisted a
second program participant to buy their first home. We additionally have been
able to secure continuing funding from HUD to pay for contracted services,
through the ISU-County Extension Office, to offer a program of on-going
homeownership and financial counseling for all of our Family Self-Sufficiency
Program families.
I appraciate the efforts of our Section 8 Program staff and wanted you and the
Council to know of HUD's racognition.
