Michael C. Van Milligen MCVM/jh Attachment cc: Barry Lindahl, Corporation Counsel Cindy Steinhauser, Assistant City Manager Pauline Joyce, Administrative Services Manager MEMORANDUM July 15, 2003 TO: FROM: SUBJECT: Michael C. Van Milligen, City Manager Pauline Joyce, Administrative Services Manager Temporary Remote Bus Parking The purpose of this memorandum is to request City Council approval to blacktop a connecting ddveway from the end of the Bell Street Extension west to the concrete pads on the old Peary grain storage area and also connecting the two separate pads (see attached drawing). The property owners group has been told that we will provide a remote bus parking area, The problems associated with bus parking is primarily related to the ardval of the large excursion boats which are being met by as many as eight charter buses. The buses ardve and pull into the lot by the Rivers Edge Plaza, blocking the ddve lanes of that parking lot. The buses will sit there until the boats arrive and on several occasions the boats have been delayed and the patrons of the other facilities in the harbor have been blocked in their parking stalls, The Peavy pads offer a good intedm solution since they are in faidy good shape. This project would connect the pads to Bell Street and provide for stdping the pads to maintain order in the lot. The lots would be signed for Remote Bus Parking Only and would be available for buses serving any of the Port of Dubuque facilities. Dudng special events in the Port area, the lots could be opened up for public parking. The estimated cost for paving the connections, signage and striping is $22,000. Funds have been budgeted for Parking Lot Maintenance in the Port of Dubuque. If Operations and Maintenance has caught up with their street paving and milling programs, they will be assisting with this job. If not, we wilt take bids but with a very short turn around time due to the urgency of addressing this problem. The action step is for City Council to approve proceeding with paving the connections the allow the use of the old Peavy site for temporary Remote Bus Parking.
