Conceptual Plan for Development of Boat Haltoiapg t, ;� Associated Amenities on Chaplain Schmitt Memorial I N .� nd, SUBJECT: INTRODUCTION The purpose of this memorandum is to report to the City Council a request of Mr. Ed Ryan and Mr. Frank Gilloon, members of the Board of Dock Commissioners, to present a conceptual plan for development of a section of Chaplain Schmitt Memorial Island east of the McAleece Sport Complex. DISCUSSION Mr. Ed Ryan and Mr. Frank Gilloon, members of the Board of Dock Commissioners, have presented to the Dock Board a conceptual plan for potential development of the area east of McAleece Sport Complex south of the Iowa Wisconsin bridge on Chaplain Schmitt Memorial Island. The board has subscribed to the concept and recommended that Mr. Ryan and Mr. Gilloon present this plan to the City Council for discussion purposes. The land under consideration is east of the McAleece Sport Complex, east of Admiral Sheehy Drive and just north of the public boat ramp on the Island. This is land that was originally leased to Beecher Sand, Ltd. on August 14, 1979. Beecher Sand, Ltd. secured a Department of Army permit for dredging of sand and other materials from this area of the island, an area of approxi- mately 1,800 ft. long and 800 ft. wide. As part of the plan, certain wetland mitigation activities had to be committed by the City in the westerly part of the Island. This mitigation was consummated and Beecher Sand, Ltd. was given the authority to proceed with the removal of material from the area. Beecher Sand, Ltd. removed only a small quantity of material from the permitted area. It was determined that the material was not of suitable quality to meet the demands of the construction industry and at the same time, there was a decline in billing activity in the Dubuqueland area. Beecher Sand, Ltd. renewed this permit in 1982. Then in 1984 when the Greyhound Park was under construction, certain areas of the lands that were represented by the lease to Beecher Sand, Ltd. were needed for the park development. At that juncture in time the City of Dubuque acquired the leasehold interest of Beecher Sand, Ltd. and all rights to the use of the land under the lease agreement reverted to the City. These rights included the Department of Army permit. The permit for the dredging in the area was scheduled to expire on December 31, 1988. The City of Dubuque applied for a renewal of this permit and it now has been granted by the Corp of Engineers until December 31, 1993. Consequently, the City of Dubuque has complete control of the area and would be permitted to dredge the area as stipulated under the permit conditions. No capital funds have been planned for development of this area. This plan may have merit if the Riverboat Gambling Bill passes and this area is considered the best location for Riverboat gambling in the City. Otherwise, it is questionable if the return on investment would justify the development. ACTION TO BE TAKEN The City Council is requested to provide time at its regular Council meeting on April 17, 1989 for Mr. Ed Ryan and Mr. Frank Gilloon to make a presentation on the conceptual plan and any future ideas they may have on the implementation of such a plan.
