The form of government of the City is

Section 2. That the Code of Ordi-
nances of the City of Dubuque be
amended by repealing Section 2-2O, and
enacting a new Section 2-20 in lieu
thereof as foBows:
"Sec. 2-20. Composition; Terms.
The City Council consists of a Mayor
and two Council Members elected at
large, and one Council Member
elected from each of the four wards.
The Mo¥or and other CouncB Mem-
bers serve four-year staggered terms.
The Mayor is a member of the City
Council and may vote on all matters
before the Council."
Section 3. That the Code of Ordi-
nances of the City of Dubuque be
amended by repealing Section 2-21, and
enacting a new Section 2-21 In lieu
thereof as follows:
"Sec. 2-21. Compensation.
The compensation fo~ the Mayor shall
be three thousand, five hundred dol-
lars ($3,500.00) per annum. The com-
pensation for the Council Members
shall be three thousand dollars
(S3,000.00) per onnum."
Section 4. That the Code of Ordi-
nances of the City of Dubuque be
amended by repealing Section 2-34, ond

enacting a new Section 2-34 in lieu
thereof as follows:
"Sec. 2-34. Quorum.
Atoll meetings of the Council four (4)
members shall constitute a quorum to
do business, but a lesser number may
adiourn from day to day."
Section $~ That the Code of Ordi-
nances of the City of Dubuque, be
amended by repealing Section 2-35, and
enacting a new Section 2-35 in lieu
thereof os follows:
"Section 2-35. Calling Meetin~ to
Order; Selection of Chairperson.
At the hour of the meeting, the mem-
bers sholl be called to order by'the
Mayor, or, in his absence, bY the
Mayor Pro Tern. The City Clerk shall
proceed to call the roll, note the
absentees and announce whether a
quorum is present. If made necessary
by the absence of the Mayor and
Mayor Pro Tern, the members may
select one of their number chairper-
son for the occasion."
Section &. That the Code of Ordi-
nances of the City of Dubuque be
amended by repealing Section 2-81, and
enacting a new Section 2-81 in lieu
thereof as follows:
Sec. 2-81. Election; Terms.
The City Council shall elect one of its
members as Mayor Pro Tern."
