SUBJECT: Thirtieth Street
The City of Dubuque Code of Ordinances currently prohibits parking on the north side of
Thirtieth Street from Central Avenue to a point 334 feet east of Jackson Street. This
signage was originally posted to accommodate the semi-truck traffic traveling to and
from the H&W Motor Express Company facility. Since H&W is no longer in operation,
parking could again be allowed on the street and would help accommodate the parking
needs in this area.
Public Works Director Mike Koch recommends City Council approval of the elimination
of the "no parking" area on the north side of Thirtieth Street from Central Avenue to a
point 334 feet east of Jackson Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The following is in response to a request from the Copper Kettle (2987 Jackson
Street) conceming parking on Thirtieth Street.
DISCUSSION
The City of Dubuque Code of Ordinances currently prohibits parking on the north
side of Thirtieth Street from Central Avenue to a point 334 feet east of Jackson
Street. This signage was originally posted to accommodate the semi-truck traffic
traveling to and from the H&W Motor Express Company facility. Since H&W is
no longer in operation, parking could again be allowed on the street and would
help accommodate the parking needs in this area.
On August 1, the City sent letters to all property owners of record along Thirtieth
Street explaining the "no parking" request and asking for comments. The letter
stated that if the parking restriction was acceptable that it was the City staffs
intention to recommend the adoption of an ordinance eliminating the parking
restriction at the August 18, 2003 City Council meeting. The City did not receive
any comments back either pro or con on the proposal.
RECOMMENDATION
I therefore recommend that the section of the City Code be amended to allow
parking on the north side of Thirtieth Street from Central Avenue to a point 334
feet east of Jackson Street.
ACTION TO BE TAKEN
The City Council is requested to approve the recommendation and to adopt the
attached Ordinance eliminating the "no parking~ area on the north side of
Thirtieth Street from Central Avenue to a point 334 feet east of Jackson Street.

ORDINANCE NO. 70-03
AN ORDINANCE AMENDING SECTION 32-262(d) OF THE CODE OF
ORDINANCES OF THE CITY OF DUBUQUE, IOWA, PROVIDING FOR
PARKING BY DELETING CERTAIN PORTIONS OF THIRTIETH STREET
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the Code of Ordinances of the City of Dubuque, Iowa,
be amended by deleting Thirtieth Street from Subsection (d) of Section 32-262
thereof as follows:
"Sec. 32-262. Prohibited on desi.qnated streets or portions thereof."
(d) No-Parking-At-Any-Time Zones Designated
Thirtieth Street, East, north side, from Central Avenue to a point three hundred
thirty four feet (334') east of Jackson Street.
Passed, approved and adopted this 18th day of August, 2003.

RE: No Parking on Jackson Street
Dear Ms. Wagner:
The City of Dubuque has received a request to remove the "no parking" signs on
the north side of 30th Street to provide more parking in the area.
The area has been posted "no parking" for many years presumably to
accommodate the semi-truck traffic traveling to and from the H&W Motor Express
Company facility. Since H&W is no longer in business, there appears to be no
reason to continue with the parking restrictions.
The purpose of this letter is to inform you, as an abutting property, that the City
Council will be asked to repeal the section of the City Code that prohibits parking
on the north side of 39th Street from Central Avenue to a point 334 feet east of
Jackson Street. It is anticipated that this request will be presented to the City
Council at its Monday, August 18 meeting.
If you have any problems or concerns on the effect of this change on your
property, please contact us with your comments by August 11, 2003.
