CIP Reallocation For FAA AIP Project
Background:
In early 2003, the FAA wanted to initiate the Environmental Assessment and a Benefit Cost Analysis in
the ACIP directly after the completion of the terminal study. Staff programmed an Environmental
Assessment in the local CIP, but was unaware there would be a requirement for the benefit cost analysis
at that time.
The Master Plan scope has also changed to include aerial photos and mapping, preparation of an
Economic Benefit Study and an update the Storm Water Pollution Protection Program (SWPPP) and the
Spill Prevention Control Countermeasures (SPCC). This is prudent due to the continuing environmental
changes; the EPA will soon require an engineer's stamp to certify all airport plans. Using an
engineering firm to update our SPCC and SWPPP program will endorse the plan if any future legal
action would take place under any circumstances.
Issue:
The Airport respectfully requests to the City reallocate the existing CIP project dollars to match FAA
funding. This will not increase City expenditures as the funding is from the FAA, State and PFC funds
and does not exceed the total dollars approved by the City Council for FY04. The FAA did not fund the
Ground Level Boarding Bridge this year, so some of that dollar allocation will be utilized, breakout as
follows.

The FAA recently required the Airport to submit all paperwork for these grants with an August 1st
deadline. The Airport Commission at a special meeting approved the submission and is simultaneously
requesting a realignment of our CIP.
The FAA has approved and returned the Grant Offers. Once the City Council concurs, the Airport
Commission can then accept both grant offers.
Recommendation:
The Airport Commission and staff respectfully request your concurrence in the reallocation of two CIP
projects listed above.
