CITY COUNCIL/LONG RANGE PLANNING COMMISSION MEETING
January 10, 1994

PRESENT: Mayor Terry Duggan; City Council Members Dirk Voetberg, Dan
Nicholson, Loras Kluesner, Bob Nagle, Joe Robbins, and Katie Krieg;
Long Range Planning Commission Chairperson Dave Rusk; Commissioners
Gail Chavenelle, Carla Crahan, Anna O'Shea, Jim Miller, Jeff Mozena,
Gordon Mills and Vern Haberkorn; City Manager Michael Van Milligen,
City Clerk Mary Davis; Staff members Pam Myhre-Gonyier, Laura
Carstens, and Guy Hemenway.
CALL TO ORDER: The meeting was called to order at 7:05 p.m.
CERTIFICATION OF COMPLIANCE: Staff certified compliance with the Iowa Open
Meetings Law.
REVIEW DRAFT COMPREHENSIVE PLAN --PHASE I: Rusk welcomed Council members, and
introduced the Commissioners. Rusk then reviewed the comprehensive planning
process, public participation, components of the plan, and the plan's three
phases.
Commissioners reviewed the goals for the 14 elements of the plan. There were no
comments on the goals for the Human Services, City Fiscal, Economic Development,
Diversity or Recreation elements. Council members suggested rewording goals in
the Land Use and Urban Design, Transportation, Environmental Quality, Housing,
Cultural Arts, and Public Safety elements. Council members added a goal to the
Infrastructure element and two goals to the Public Safety element.
Commissioners' and Council members' consensus was to recognize that the goals
were those of the city government and the community, and that this be noted in
the plan to help delineate goals that are the city's responsibility and goals in
which the city has only an indirect role.
Carstens reviewed the purpose of and process for examining the potential growth
areas in and around the city. She reviewed the results of public input for the
top two choices for land uses in the growth areas, and that these results would
be used in Phase II for the plan's land use, transportation and utilities systems
maps. Rusk reviewed the process for Phases II and III of the plan.
Commissioners and Council members discussed that objectives added to each goal
in Phase II will be as realistic as possible, and that priorities developed in
Phase III will be established so that plan implementation will be financially
feasible. Consensus of Council members was to schedule a public hearing and
adoption of Phase I of the plan for March, 1994.
