APPROVAL OF MINUTER Steve Accinelli made a motion to approve the minutes of the June 23 and July 18 2003 meetings. The motion was seconded by Doug Brotherton. AYES: All. NAYS: None. OLD BUSINESS: REVIL~-'~/V AIRPORT STATISTICS.' A. ~ Revenue passengers are down 19.43% through June 2003 compared to last year at this time. B. Dubuque AirService Report: 1. In May 2003, the total transient Jet-A gallons sold were down 5.62% compared with June 2002 but the total Jet gallons sold is up over June 2002. 2. The Commission agreed this report is not useful and can be eliminated. NEW BUSINESS: o,1. APPROVAL OF DOTVI---RTICLE INFRASTRUCTURE AGREEMENT Doug Bmtherton moved to approve signing the FY04 Commemial Air Service Vertical Infrastructure Program with the DOT. This motion was seconded by Steve Accinelli. AYES: All. NAYS: None. CONSTRUCTION AND OBSERVATION AMENDMENT TAXlWAY C & LIGHTING OF TAXlWAY DELTA Andy told the Commission the FAA is trying to close out all open AlP projects. Staff recommended approval of the change order for additional engineering for construction services, which has been approved by the FAA. The amendment includes $11,800 for the additional work for Alpha lighting amendment, which was approved in late 2002 by the Commission and Council. Steve Accinelli made a motion to approve this amendment to the agreement for engineering services with Crawford, Murphy and Tilly. Doug Brotherton seconded the motion. AYES: All. NAYS: None. 03. AIRPORT MANAGER'S REPORT · Andy told the Commission he had heard nothing yet on the Small Community Air Service Development Grant. · A General Aviation Task Force meeting is being set up for August as well as the Marketing Taskforce. · Andy advised the Commission they should shortly have grant offers for the Master Plan and Environmental Assessment and Benefit Cost Analysis. · CIP Structural Assessment is expected to be completed sometime next month. The NBAA Meeting and Convention at which the FBO is a hosting a booth is in early October. Andy and Gordy will be working at the convention, and Andy told the Commission he would be inviting Chamber or GDDC to also attend and market Dubuque. He also asked if any of the Commission would F:~SHARED\Peggy DicksonV~Jrpo~t Commission~Airport Commission Minutes~2003~8, July 28, 2003 Commission minutes.doc Page 2 Printed: 8/21/03 at 3:19 PM Airport Commission Minutes July 28, 2003 Meeting Page 3 be interested in working at this event. · The FAA grants for the Airport Improvement Grants are a major audit item in the FY02 audit and Peggy and Todd have been busy with the auditors. · Ryan O'Dell, Operations Specialist is leaving to take a position with the FAA Control Tower, and Sara Loch, P.T. secretary, is moving to Wisconsin. · Staff is preparing bid specs the replacement mower and the sale of the old 1978 snow blower. · Next meeting is August 25, 2003 No comments 07. ~ John Markham congratulated Andy for completing the accreditation process and having earned the distinction of becoming an A.A.E. Jim O'Neill requested a celebratory cake for the occasion and John invited everyone to join the Commission in congratulating him on his accreditation to the American Association of Airport Executives by staying for a piece of cake after the meeting. Bob Boleyn updated the Commission on some new equipment for Dubuque and talked about working the General Aviation airports in September. Matt Kittle of the Telegraph Herald asked about Chartaire leaving the field. Andy replied that Chartaire no longer was basing his operations at the airport but was still flying charters from Dubuque. Most customers don't notice any difference. Negotiations for the hangar/office area and charter operation are underway. Andy said he was very optimistic about some of the good options that may be open for the community. Steve Accinelli moved to adjourn the meeting. This motion was seconded by Doug Brotherton.
