Chairperson Pregler called the meeting to order at 7 p.m. following staff assurance of compliance
with Iowa Open Meeting Law.

Certification of Minutes: April 30, 2003 and May 287 2003
Commissioner Neustadt moved to approve the minutes of April 30, 2003 and May 28, 2003 as
submitted. Commissioner Maloy seconded. Roll call. All present in favor. Motion passed.
Chairperson Pregler welcomed David Shaw as the newly appointed Commissioner.

New Business
Proposed Amendment to FY2004 Annual Plan
Non-Substantial Amendment for Reallocation of Community Development Block Grant
(CDBG) Funds
Aggie Tauke stated that the proposed amendment is a non-substantial amendment for offsetting the
increase in health costs. She stated that reductions are being made in vadous other area to offset
this reallocation. Commissioner Giesen moved to accept the proposed amendment. Commissioner
Maloy seconded. Roll call. Ail present in favor. Motion passed.
Commissioner Neustadt requested for future purposes that the Commission begin evaluating the
administrative usage of CDBG funds.
Information Sharing
Low/Moderate Income Area Map as per 2000 Census
Aggie stated that the map is not yet ready for distribution. She stated that as soon as she receives
it, she will get it to the Commission.
Aggie stated that Audubon School is holding a Summer Reading Academy with the funding they
received from a cp2 grant and has invited the Commission to visit them on August 8 from 10:15-
11:15 a.m. Aggie stated that she will need to know if anyone plans to attend due to quorum
notification.
David Hards stated a Citizen Advisory Committee has been formed to do a study of the right-of-way
from 16~-24t~ Street for the storm water channel. He stated that the Committee would like one
member to be a Commissioner. Commissioner Neustadt moved to appoint Commissioner Shaw to
the Citizen Advisory Committee. Commissioner Wainwright seconded. Roll call. All present in
favor. Motion passed.
The Commission decided to cancel their regularly scheduled meeting On July 9, 2003, due to the
Public Headng before the City Council also being that date.
Adiournment
There being no further business to come before the Commission, Commissioner Wainwright moved
to adjourn. Commissioner Maloy seconded. Motion passed by voice vote. Meeting was adjourned
at 7:20 p.m.
