Van Milligen, City Manager Confined Space Fee Resolution Fire Chief Dan Brown is recommending City Council establishment of a fee for confined space rescue service of $500 per year for each facility with a confined space rescue agreement with the City of Dubuque. Van Milligen, City Manager FROM: E. Daniel Brown, Fire Chief SUBJECT: Confined Spaced Rescue Agreement Fee Iowa Osha requires companies that have employees who perform work in confined spaces have rescue capabilities or signed agreements with rescue services. Currently Dubuque Fire Department has agreements with nine companies in the city. The companies are Alliant Energy, Barnstead International, A.Y. McDonald, Koch Materials, Sara Lee Bakery, Sunnycrest Manor, Eagle Window & Door, Vessel Systems and Inland Protein. The fiscal year 2004 budget amendment provided for an annual fee of $500.00 for the companies in the city that the fire department provides confined space rescue agreements. This will provide an increase of revenue to the fire department of $4500.000 annually. Attached is the resolution for enacting this fee. I respectfully request this be submitted to the Mayor and City Council for approval. ,/ RESOLUTION NO. 298-03 ESTABLISHING THE ANNUAL FEE FOR CONFINED SPACE RESCUE SERVICES Whereas, The Confined Space Standard under the Occupational Safety and Health Act requires facilities having confined spaces to provide on-site or off-site rescue service; and Whereas, some facilities in the City of Dubuque intend to utilize the Dubuque Fire Department as their off-site rescue service; and Whereas, rescue service requires additional preparation, planning and training of the Fire Department's technical rescue team. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The fee for confined space rescue service is established as $500.00 per year for each facility with a confined space rescue agreement with the City of Dubuque. Section 2.
