9 7 10 City Council Proceedings Official_Special CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in special session at 5:00 p.m. on September 7, 2010 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, City Manager Van Milligen, City Attorney Lindahl Absent: Council Member Voetberg Mayor Buol read the call and stated this is a special session of the City Council to discuss the Smarter Sustainable Dubuque Project. WORK SESSION Smarter Sustainable Dubuque Project & Smart Water Meter Project Smarter Sustainable Dubuque Project: Assistant City Manager Cindy Steinhauser provided project background information, described the format for the work session, and introduced key staff who provided brief presentations. 1. Cori Burbach, City of Dubuque Sustainability Coordinator: background information, Sustainable Dubuque mission statement, sustainability Impact, incorporation, and measuring progress 2. David Lyons, Smarter Sustainable Dubuque Project Manager: business case, data relevance and examples, coordination of infrastructure and outreach, creating a model/template for other communities, 3. Eric Dregne, Vice President of Programming for the Community Foundation of Greater Dubuque: Dubuque 2.0 initiative, funding support and partnerships, community engagement goals and information outlets 4. Malind Naphade, Program Director for Smarter City Services for IBM: Water Pilot executive summary, Water Miser web site portal demonstration, future opportunities for water and electrical consumption and conservation 5. Teri Goodmann, Assistant City Manager: federal/state funding sources, history, current opportunities, and initiative benefits, 6. Cindy Steinhauser, Assistant City Manager: critical next steps Ms. Steinhauser acknowledged IBM project representatives Michelle Cullen, Manager, Washington DC Office; Michael Kearney, Research Business Develop Executive; and John Tolva, Director for Citizenship and Technology. Smarter Water Meter Project Update: Ms. Steinhauser acknowledged city staff and business partners comprising the core team: Public Information Officer Randy Gehl, Water Plant Manager Bob Green, Water Distribution Supervisor Mike Brekke, Information Services Manager Chris Kohlmann, Network Analyst Joe Pregler, Finance Director Ken TeKippe, Utility Billing Supervisor Rose Hoerner, Building Services Manager Rich Russell, Plumbing Inspector Jason Mouring, Help Desk Intern Kim Miller, Tom Jakubowski of Water Accountability Engineering, Patrick Brown of HDR Engineering, Rob McDonald and Darrell Gilreath from A.Y. McDonald Co., Ian Colburn of Neptune Technology, Kim Foster and Brian Rollins from Northern Water Works Supply. Water Plant Manager Bob Green provided a summary update of the Water Meter Replacement Project including project background and timeline, description of existing meter system, technology overview, project funding, installation overview and progress, partner participation, customer information, meter technology, and current and future work.
