Minutes_Environmental Stewardship Advisory Commission 9 7 10MINUTES OF THE ENVIRONMENTAL STEWARDSHIP ADVISORY COMMISSION SEPTEMBER 7, 2010 5:00 P.M. CITY HALL ANNEX, 1300 MAIN, CONFERENCE ROOM # 1 Wayne Klostermann called the meeting to order at 5:00 p.m. MEMBERS PRESENT: Wayne Klostermann, Ed Cawley and Chad Oberdoerster, Mike Buelow, Gayle Walter MEMBERS ABSENT: One seat remains vacant STAFF PRESENT: Jon Brown, Don Vogt and Mary Rose Corrigan Mary Rose Corrigan completed the Certification of Compliance with the Iowa Open Meetings Law. APPROVAL OF MINUTES: Mike Buelow moved to accept the Minutes of the August 3, 2010 meeting. Ed Cawley seconded the motion. Minutes were approved by a 5 — 0 by roll call vote. TEST AGENDA: Mike Buelow moved to approve the agenda as distributed. Chad Oberdoerster seconded the motion. Agenda was approved by a 5 — 0 roll call vote. ITEMS FROM COMMISSION: OLD BUSINESS: 1. Complete Streets. Tony Zelinskas, Chair of the Tri -State Trail Vision Committee, gave a presentation on Complete Streets. To date, the Dubuque Metropolitan Transportation Board (DMAT) has adopted a plan for the Tri -State Trail System, which includes and integrated system for hiking, walking and biking. Along with that plan, DMAT has adopted a Complete Streets Policy. Tony gave a presentation, Introduction to Complete Streets, from the Complete Streets Organization website and gave an overview of local activities regarding Complete Streets. Federal law requires Complete Streets be considered when using Federal road funds. Tony/Tri -State Trail Vision requests the ESAC to recommend to City Council they adopt a Complete Streets Policy. Public Comment: Raki Giannakouros and Paul Schultz added that Complete Streets also impacts the sustainability efforts by reduction of greenhouse gases and helping the City attain sustainability goals. Chad Oberdoerster moved to recommend the City establishing a Complete Streets Policy for new and existing streets in the city of Dubuque. Ed Cawley seconded the motion. Motion carried on a 5 — 0 roll call vote. 2. Greenhouse Gas (GHG Inventories). Mary Rose distributed the Municipal (City of Dubuque) Greenhouse Gas Inventory and the draft Community Greenhouse Gas Inventory, along with a memo authored by Cori Burbach. Cori will be at the October meeting to review the Municipal Greenhouse Gas Inventory and address questions on the draft Community GHG Inventory. The ESAC will be invited to a City Council work session on the GHG Inventory. The Commission discussed that the City Council needs to focus on the Community Greenhouse Gas Inventory because it will have much more of an impact on our environment than simply focusing on the City Municipal Greenhouse Gas Production /Reduction. The Dubuque Community Greenhouse Gas Reduction Task Force has developed benchmarks. The Commission requested that Raki Giannakouros present on the Dubuque Community Greenhouse Gas Reduction Strategy after Cori's presentation in October. NEW BUSINESS: 1. Commission Meeting Time. After discussion, it was agreed to keep the meeting time at 5:00 p.m. The 4:00 p.m. start time only works for part of the year for some of the Commissioners. CLARIFICATION OF TASKS: Mary Rose Corrigan will draft a letter to City Council regarding ESAC's recommendation for a Complete Streets Policy. She will forward it to Commissioners for comment before sending it to City Council. FUTURE AGENDA ITEMS: Greenhouse Gas Inventories. Dubuque Community Greenhouse Gas Reduction Task Force reduction strategy. Plastic bag ban follow -up. NEXT MEETING DATE: October 5, 2010. ADJOURNMENT: Chad Oberdoerster moved to adjourn the meeting.
