Assistant City Engineer Bob Schiesl is recommending acceptance of the construction
contract for the Historic White Water Creek Bridge Relocation Project, Phase II — Lead
Paint Removal, Cleaning and Painting, as completed by Heiar Painting Company, in the
final contract amount of $54,860, which is a 12.3% increase from the original contract
amount of $48,860. This increase was due to site access challenges and the need to
move the temporary staging site location. The project also incurred added costs to
provide additional protective measures to ensure that paint coating overspray was
contained to the staging site and did not impact adjacent private property.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Historic White Water Creek Bridge Relocation Project, Phase II - Lead Paint Removal,
Cleaning and Painting.
BACKGROUND
The Historic White Water Creek Bridge Relocation Project - Phase II provided for the
removal and disposal of lead paint, cleaning and applying new paint on the bridge
structure.
DISCUSSION
The Historic White Water Creek Bridge Relocation Project, Phase II - Lead Paint
Removal, Cleaning and Painting was completed by Heiar Painting Company of Preston,
Iowa, in the final contract amount of $54,860.00, which is a 12.3% increase from the
original contract amount of $48,860.00. As a result site access challenges and the need
to move the temporary staging site location, the project incurred added costs to provide
additional protective measures to ensure that paint coating overspray was contained to
the staging site and did not impact adjacent private property. Although the project cost
increased slightly, the final cost is significantly lower than the next lowest bid received in
the amount of $107,000.
The project was awarded based on a competitive quotation process for public
improvements in accordance with Iowa Code, Section 26.14.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize payment of
the contract amount of $54,860.00 to Heiar Painting Company for the Historic White
Water Creek Bridge Relocation Project, Phase II - Lead Paint Removal, Cleaning and
Painting.

In 2005, the State Historical Society of Iowa (SHSI) awarded a $30,000 Historic
Resource Development Program (HRDP) grant to the City for relocation of the historic
bridge from its current Cascade location to the Bergfeld Recreation Area in the
Dubuque Industrial Center West. In 2006, the SHSI awarded the City an additional
$55,250 from the Historic Site Preservation Grant (HSPG) Program to rehabilitate the
bridge. The HSPG program provides funds to acquire, repair, rehabilitate, and develop
historic sites that preserve, interpret, or promote Iowa's cultural heritage.
ACTION TO BE TAKEN
I respectfully request that the City Council adopt the attached resolution accepting the
improvements and authorizing payment of the contract amount of $54,860.00 to Heiar
Painting Company for the Historic White Water Creek Bridge Relocation Project, Phase
II - Lead Paint Removal, Cleaning and Painting.

ACCEPTING THE HISTORIC WHITE WATER CREEK BRIDGE RELOCATION
PROJECT, PHASE II - LEAD PAINT REMOVAL, CLEANING AND PAINTING AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the Historic White Water Creek
Bridge Relocation Project, Phase 11 - Lead Paint Removal, Cleaning and Painting (the
Project) has been completed and the City Engineer has examined the work and filed a
certificate stating that the Project has been completed according to the terms of the
Public Improvement Contract and that the City Engineer recommends that the Project
be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the White Water Creek Bridge Relocation capital improvement appropriation for the
contract amount of $54,860.00 less any retained percentage provided for therein as
provided in Iowa Code chapter 573, and to pay such retainage only in accordance with
the provisions of Iowa Code chapter 573.

compliance with the terms of the Public Improvement Contract, and that the total cost of
the completed work is $57,860.00.
