Van Milligen, City Manager SUBJECT: Application Authorization for Safe Routes to School Program Funding DATE: September 10, 2010 Assistant City Engineer Bob Schiesl recommends City Council authorization for the City of Dubuque to submit an application to the Iowa Department of Transportation for a $69,308 Safe Routes to School Infrastructure Grant. The grant would fund school zone speed reduction flashers at Resurrection Elementary School, Eisenhower Elementary School, Marshall Elementary School and Eleanor Roosevelt Middle School, as well as an enhanced high visibility crosswalk at Resurrection Elementary School. The Safe Routes to School funds do not require a local match, however, it will be necessary to install sidewalk along the south side of Asbury Road from St. John Drive to the East property line of the Plastic Center property. This sidewalk extension is necessary to route students to the proposed enhanced high visibility cross -walk so students on the south side of Asbury Road can reach Resurrection Elementary School safely. This sidewalk would be assessed to the abutting eight property owners per current City policy. I concur with the recommendation and respectfully request Mayor and City Council approval. The grant would fund school zone speed reduction flashers at 4 different school locations and an enhanced high visibility cross -walk at 1 location. DISCUSSION September 9, 2010 The City of Dubuque has been an active partner in the Safe Routes to School Committee and developing the Safe Routes to Schools Master Plan. This committee consists of members of City staff, county staff, ECIA staff, Dubuque Community School District staff and Holy Family School representatives. Based on the Master Plan Priority Project Ranking, the committee identified 4 locations where school zone speed reduction flashers and 1 location where an enhanced high visibility crosswalk would prove beneficial to improving pedestrian /motorist safety. Speed Reduction Flashing Beacon Locations Educational Institution Resurrection Elementary School Eisenhower Elementary School Marshall Elementary School Eleanor Roosevelt Middle School Street Affected Current Speed Asbury Road 35/30 John F. Kennedy Road Rhomberg Avenue Radford Road 35 30 35 Reduced Speed 25 25 25 25 In these locations school zone speed reduction flashers would be installed to reduce the speed in the school zone to 25 mph at specified times during the day. The flashers would be programmed to start flashing 40 minutes prior to school arrival time and 20 minutes after school arrival time. They would also flash 20 minutes prior to school dismissal and 40 minutes after school dismissal. The respective schools will also have remote access ability to activate the flashers during special situations (weather delays, sporting events, etc.). Durable high visibility cross -walk markings are proposed to be installed at these locations as well. Enhanced High Visibility Crosswalk Location Educational Institution Street Affected Resurrection Elementary School Asbury Road In this location a crosswalk will be installed that will utilize high visibility markers and signage to alert motorists to the pedestrian crossing. The crosswalk will be installed approximately 670 feet west of the St. John Drive intersection. This location was selected to serve children south of Asbury Road who attend Resurrection Elementary School. RECOMMENDATION I recommend that the City submit an application to the Iowa Department of Transportation for Safe Routes to School Infrastructure Funding for the school zone areas identified above. BUDGET IMPACT The summary of the estimated project cost is as follows: Resurrection Elementary School — Asbury Road $ 6,310 (25 mph school zone flashers and high visibility crosswalks) Resurrection Elementary School — Asbury Road $24,080 (Enhanced High Visibility Cross -walk) Eisenhower Elementary School — JFK Road 8,054 (25 mph school zone flashers and high visibility crosswalks) Marshall Elementary School 8,078 (25 mph school zone flashers and high visibility crosswalks) Eleanor Roosevelt Middle School — Radford Road 22,786 (25 mph school zone flashers and high visibility crosswalks) Total Project Cost $69,308 Safe Routes to School funds do not require a local match. However, there will be a need to install approximately 670 LF of sidewalk along the south side of Asbury Road from St. John Drive to the East property line of the Plastic Center property. This sidewalk installation will affect 8 properties in this area. This sidewalk extension is necessary to route students to the proposed enhanced high visibility cross -walk so students on the south side of Asbury Road can reach Resurrection Elementary School safely. This sidewalk would be assessed to the abutting property owners per current City policy. There is no fee associated with the application process since the City is utilizing the services of East Central Intergovernmental Association (ECIA).
