Five Points Traffic Signal Reconstruction Project Rejection of BidsMasterpiece on the Mississippi TO: The Honorable Mayor and City Council Members FROM: Michael C. Van Milligen, City Manager SUBJECT: 5- Points Traffic Signal Reconstruction Project DATE: September 10, 2010 Two bids were received for the 5- Points Traffic Signal Reconstruction Project, with the lowest bid being 51.5% over the estimate of probable cost. The City does not have sufficient funds budgeted to cover this project. Civil Engineer Dave Ness recommends rejection of all bids. The Engineering Department is reviewing options, one of which is to rebid this project in the spring of 2011. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager Gus Psihoyos, City Engineer David Ness, Civil Engineer 5- Points Traffic Signal Reconstruction Project September 10, 2010 The enclosed resolution authorizes the rejection of all competitive bid proposals for the 5- Points Traffic Signal Reconstruction Project. The 5- Points Traffic Signal Reconstruction Project was to provide for the reconstruction of traffic signals at the intersection of Rhomberg Avenue and 20 and Elm Streets. Improvements included: pedestrian buttons for the crosswalks; a dedicated left turn for the westbound traffic on Rhomberg Avenue to Elm Street; and the reconstruction of curb access ramps to bring the intersection to current ADA standards. The reconstructed signalized intersection was to be interconnected to the City -wide traffic management operations center at City Hall. Competitive sealed bids were received for the project on September 9, 2010. A summary of the bid proposals received is as follows: Contractor Name McDermott Excavating, Inc. Tschiggfrie Excavating, Inc. Total Bid $144,182.49 $176,191.00 Dubuque Al-America City I'll! 2007 The lowest responsible bid of $144,182.49 provided by McDermott Excavating, Inc. was 51.5% over the estimate of probable cost for the 5- Points Traffic Signal Reconstruction Project. Due to the 51.5% increased cost over the estimate of probable cost, the City does not have sufficient funds budgeted to cover this project. The Engineering Department is currently reviewing options, one of which is to rebid this project in the spring of 2011. RECOMMENDATION I recommend that the City Council reject all competitive bid proposals received for the 5- Points Traffic Signal Reconstruction Project due to lack of City funding to cover this project. ACTION TO BE TAKEN I recommend that the City Council reject all competitive bid proposals received through adoption of the enclosed resolution for the 5- Points Traffic Signal Reconstruction Project. Prepared by David Ness, City Engineer II cc: Jenny Larson, Budget Director RESOLUTION NO. 368 -10 REJECTING ALL COMPETITIVE BID PROPOSALS RECEIVED FOR THE 5- POINTS TRAFFIC SIGNAL RECONSTRUCTION PROJECT Whereas, competitive sealed bid proposals have been submitted by contractors for the 5- Points Traffic Signal Reconstruction Project and Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 20th day of August, 2010; and Whereas, said competitive sealed bid proposals for the Project were opened and read by the City of Dubuque on the 9 th day of September, 2010; and Whereas, the City Council has deemed it advisable to reject all competitive bid proposals for the Project.
