Director of Transit Operations Barbara Morck recommends City Council approval of a
corrected Authorization Resolution for FTA Applications 2010. This corrects the
Authorizing Resolution filed in 2007 and is necessary for the Federal Transit Authority to
release KeyLine Transit's federal funding.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

BACKGROUND
On September 7, 2010 I received a call from Logan Daniels, who is the Transportation
Program Specialist for FTA Region VII. He informed me that Paula Schwach, Legal
Council for Region VII, had recently reviewed the Authorizing Resolution for FTA
Applications, which had been filed in 2007, and had discovered that it had not been
filled out correctly.
DISCUSSION
Mr. Daniels informed me that until a corrected and approved Authorizing Resolution was
placed on file, the FTA would not be able to release KeyLine Transit's federal funding.
Mr. Daniels sent me a copy of the original 2007 Authorizing Resolution, which I
corrected then forwarded on to the City Attorney's office for review. Barry Lindahi, City
Attorney, added his corrections and returned it me, and I in turn sent it back to Mr.
Daniels and Ms. Schwach for their review and subsequent approval.
RECOMMENDATION /ACTION STEP
Included is the corrected Authorizing Resolution for FTA Applications 2010.
recommend that this new Authorizing Resolution be presented to City Council at their
next meeting for their vote and approval, and then to receive the appropriate authorizing
signatures (Mayor and City Clerk). In doing this the City Council can help assure
KeyLine Transit's continued ability to apply for and receive federal funding. -

RESOLUTION NO. 370 -10
AUTHORIZING THE FILING OF APPLICATIONS WITH THE FEDERAL TRANSIT
ADMINISTRATION, AN OPERATING ADMINISTRATION OF THE UNITED STATES
DEPARTMENT OF TRANSPORTATION, FOR FEDERAL TRANSPORTATION
ASSISTANCE AUTHORIZED BY 49 U.S.C. CHAPTER 53, TITLE 23 UNITED STATES
CODE AND OTHER FEDERAL STATUES ADMINISTERED BY THE FEDERAL TRANSIT
ADMINISTRATION.
WHEREAS, the Federal Transit Administration has been delegated authority to award
Federal financial assistance for a transportation project; and
WHEREAS, the grant or cooperative agreement for Federal Financial assistance will
impose certain obligations upon the Applicant, and may require the Applicant to provide the
local share of the project cost; and
WHEREAS, the Applicant has or will be required to provide all annual certifications
and assurances to the Federal Transit Administration required for the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF DUBUQUE, IOWA AS
FOLLOWS:
Section 1. The Mayor of the City of Dubuque or his /her designee is authorized to
execute and file application for Federal assistance on behalf of the City of Dubuque d.b.a.
KeyLine Transit with the Federal Transit Administration for Federal Assistance authorized by
49 U.S.C. Chapter 53, Title 23, United States Code, or other Federal statutes authorizing a
project administered by the Federal Transit Administration.
Section 2. The Mayor of the City of Dubuque or his /her designee is authorized to
execute and file with the City's application the annual certification and assurances and other
documents the Federal Transportation Administration requires before awarding a Federal
assistance grant or cooperative agreement.
Section 3: The Mayor of the City of Dubuque or his /her designee is hereby authorized
and directed to execute said grant and cooperative agreements with the Federal Transit
Administration on behalf of the City of Dubuque and the City Clerk is authorized and directed
to attest his /her such signature.
