PURPOSE
The purpose of this memo is to discuss a partnership with ARC to develop a permanent transfer center
and park -n -ride program at their new west end location and to seek approval to apply for the State of
Iowa Revitalize Iowa Infrastructure (RIIF) Grant through the Iowa Department of Transportation.
BACKGROUND
In recent months Area Residential Care (ARC) purchased the EconoFoods building on J.F. K. Road
and is rehabilitating it for their Vocational Services Center (VSC) operations. Keyline currently has a
transfer site on J.F.K. Circle at the south side of the ARC building. ARC intends for the Keyline and
RTA minibuses to drop off clients at the front of the facility under the drive up canopy near the current
pharmacy window.
In our discussions with John Romaine and his staff at ARC, an opportunity presented itself for a
partnership between the City and ARC to move the current transfer site from J.F.K Circle to the front of
the VSC center. The proposed new transfer center location at the front of the VSC facility would benefit
the ARC clients that use the fixed route service as well as the general public. The public transit portion
of the transfer center would be constructed in two phases as funding becomes available and would
include an enclosed shelter attached to the former EconoFoods building and would provide for public
restrooms.
This proposed transfer center location is consistent with the LSC Operational Study completed last
year. The study recommended the City acquire land and construct a permanent transfer center
location near the existing Delhi transfer. This concept is expensive due to the cost of land acquisition
and right of way necessary for the project. The proposed partnership with ARC eliminates land
acquisition providing for a considerable savings to the overall project.
Secondly, we discussed a potential park -n -ride concept with ARC utilizing their outer lot for parking
where the general public could park there and use the Kennedy Circle Transfer location to pick up the
west end tripper to the Industrial Center West and onto NICC in Peosta.
DISCUSSION
ARC is in the design phase of the renovation of the EconoFoods facility. Their timeline is to have final
specifications done to go out to bid in October, 2010. This schedule is too aggressive for the transfer
center partnership but if we would decide to proceed, the modifications for the project could be phase II
of their overall project. ARC can proceed with their building renovation plans knowing that in the future
we may further develop the facility and make adaptations to accommodate and move the existing
transfer center to their facility.
The necessary modifications to their facility for a transfer center in the ARC building would include the
initial engineering and design; phase I of the public transit portion of the project adding a canopy in the
front of the facility to accommodate both the minibuses and the fixed route buses and retrofitting the
entry driveway to the facility and sidewalks and curb cuts in the drop off area; phase II of the public
transit portion of the project enclosing the area under the existing canopy and transforming that into a
drop off /waiting area with restroom access for the general public; and installing a security entrance into
the VSC facility that is locked to the general public or when the center is not open. Total project cost is
estimated at $552,000 per IIW Engineering, the engineer for the ARC project. We have requested IIW
to determine the feasibility of doing the project in two phases and to provide an estimate of cost for both
phases. Preliminary estimates are approximately $300,000 for the canopy area and another $252,000
for the enclosed waiting and restroom areas. Engineering for the total projects is estimated at $38,900.
For the purpose of applying for grants right now, engineering is estimated at $7,500 which is applied
toward the total cost of $38,900 as we proceed with the project.
Regarding the park -n -ride concept, we have talked with ARC and have identified 20 spots on the west
end of the parking lot that we can use for the park -n -ride free of charge and can also be used as part of
the local match for the project as part of the RIIF grant. We need to finalize our discussion on signage,
and liability related to any parking lot incidents.
FINANCIAL
The transfer center project would be an eligible project for the Revitalize Iowa Infrastructure Program
(RIIF) authorized through the State of Iowa Legislature. The program funds capital projects to transit
systems at 80% of the total project cost. A 20% local match commitment is required. It is the same
funding that ECIA and the RTA used to fund their RTA facility on Commerce Park. RIIF traditionally
has had two rounds of applications annually, October 1 and May 1. Currently for the October 1 round,
the majority of the funding is committed to other projects in the State and only $300,000 remains. We
have split the transfer center into two phases and are proposing to apply for the $300,000 in the
October 1 round and then apply for the balance again in May, 2011 if the funding is reauthorized by
the State of Iowa legislature. To access $300,000 from the grant, our total project must be $375,000.
20% local match required is $75,000. The State obligates funding to the RIIF fund during their
legislative session annually. The State DOT and the State transit systems are requesting the RIIF fund
be continued. The 20% local match required for the phase I part of the project would be as follows:
Value of the parking lot improvements - ARC - $40,000
Value of the benches and outside improvements at the transfer location — ARC - $ 2,500
Value of the 30 parking spots ARC loses due to the canopy extension — ARC = $16,200
Value of the 20 parking spaces for the park -n -ride — ARC = $10,800
Prelim- engineering /design — City = $ 7,500
Total Match $77,000
The total value of the local match contributions eliminates the need for a City or ARC cash match. John
Romaine and his ARC staff as well as IIW understand that without grant funding, this project will not be
realized.
A proposal from IIW has indicated the preliminary design for the transfer center project would cost
$7,500 which can be applied to the total cost of $38,900. The actual transfer center is roughly
estimated at $550,000. Funding for the preliminary design can be paid from a portion of the $14,000
that will be saved by utilizing minibuses to provide Saturday service. The remaining balance for
engineering is an eligible grant expense and can be paid with RIFF grant funds when the grant is
funded.
After more discussion with ARC, there will not be a financial commitment to the park -n -ride except for
parking lot signage for patrons to know where to park their vehicles. We have discussed developing a
park sticker or fee concept with ARC so those patrons interested in using the park -n -ride pay a fee to
ARC and get a sticker for their vehicle to allow them to park and use the transit system. We would
need further discussion to finalize the details.
RECOMMENDATION /ACTION
This is an excellent opportunity to partner with a local non - profit organization to develop a permanent
west end transfer location as recommended in the LSC Operational Study for Keyline clients as well as
a park -n -ride program for citizens wanting to conserve fuel and use the west end tripper to the Industrial
Park and NICC Peosta or to access jobs in the downtown area.
When Keyline was asked to relocate the transfer center from the main entrance at Kennedy Mall
several years ago, the public lost a covered heated and air conditioned facility as well as public
restrooms while waiting at the transfer site. The ARC project is an opportunity to create this permanent
facility saving the City the expense of land acquisition. We are recommending we pursue the RIIF
grant for October 1, 2010 and continue discussions with ARC on the transfer center partnership;
continue discussions on the park -n -ride program and pursue finalizing those details; complete the
preliminary design for the transfer center that would satisfy the grant requirements at a cost of $7,500;
and pursue a second round of RIIF funding In May, 2011 as well as other grant opportunities to
ultimately fund the project. The local match required for RIIF would be provided by ARC which is
committing the land needed for this enhanced transfer site.
