Sealed bids were received for the Bunker Hill Golf Course Irrigation Renovation Project.
Leisure Services Manager Marie Ware recommends award of the contract to the low
bidder, Midwest Irrigation, LLC, for a base bid amount of $157,880, plus the alternate
bid in the amount of $1,500, for a total award of $159,380.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Bunker Hill Golf Course Irrigation Renovation Project, #1530
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council award a
contract to Midwest Irrigation LLC for the Bunker Hill Golf Course Irrigation Renovation
Project.
DISCUSSION
Bids were received on September 14, 2010 for the Bunker Hill Golf Course Irrigation
Renovation Project. A summary of the bids received is as follows:

Base Bid
$ 157,880.00
$ 175,000.00

The base bid provides for the replacement of the irrigation pump station and meter,
central controller, satellite controllers, radio system with base and antenna and
associated plumbing. An alternate bid was also requested to remove the existing pump
house and equipment. Midwest Irrigation LLC alternate bid price was $1,500.00. Staff
recommends that this alternate bid also be included in the award to Midwest Irrigation
LLC.
The estimate of probable costs was as follows:
Construction $160,000.00
Engineering $ 20,000.00
Total $180,000.00
RECOMMENDATION
I recommend that the contract be awarded to Midwest Irrigation LLC in the amount of
$159,380.00 for the Bunker Hill Golf Course Irrigation Renovation Project.
ACTION STEP
The action requested is that the City Council adopt the attached resolution awarding a
contract to Midwest Irrigation LLC in the amount of $159,380.00 for the Bunker Hill Golf
Course Irrigation Renovation Project.

RESOLUTION NO. 378 -10
RESOLUTION ADOPTING PLANS AND SPECIFICATIONS
WHEREAS, on the 7th day of September, 2010, plans, specifications, form of
contract and estimated cost were filed with the City Clerk of Dubuque, Iowa for the Bunker
Hill Golf Course Irrigation Renovation Project.
WHEREAS, notice of hearing on plans, specifications, form of contract, and
estimated cost was published as required by law.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the said plans, specifications, form of contract and estimated cost are hereby
approved as the plans, specifications, form of contract and estimated cost for said
improvements for said project.

WHEREAS, sealed proposals have been submitted by contractors for the Bunker
Hill Golf Course Irrigation Renovation Project pursuant to Resolution No. 346 -10, and
notice to bidders published in a newspaper published in the City of Dubuque, Iowa, on the
9th day of September, 2010.
WHEREAS, said sealed proposals were opened and read on the 14th day of
September, 2010, and it has been determined that the bid of Midwest Irrigation LLC in the
amount of $159,380.00 was the lowest bid for the furnishings of all labor and materials and
performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Midwest Irrigation LLC,
and the Manager be and is hereby directed to execute a contract on behalf of the City of
Dubuque for the complete performance of the work.
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.
