Human Rights Director Kelly Larson is transmitting information on a pilot program to
determine how best to implement the Safe Community Task Force recommendation
that mandatory "cultural competency training" be provided to all Board and Commission
Members.
The City of Dubuque has an Intercultural Competency Training Team that conducts
mandatory training for City staff. Currently, all City staff members are required to attend
two, 3.5 hour, foundational courses, as well as additional courses that build upon that
training over time. Before Human Rights Director Kelly Larson makes a formal
recommendation for how to offer similar training options to Board and Commission
members, this pilot training is recommended.
For this pilot, the City will be offering a slightly condensed version of the two
Foundations courses that all City employees have completed. Each session will last
two and a half (2.5) hours. ICC Foundations I will be offered on Monday,
September 27, 2010 at 6:00 p.m. and ICC Foundations 11 will be offered on Monday,
October 25, 2010 at 6:00 p.m. These sessions will be conducted by members of the
City's Intercultural Competency Training Team. In addition, Jim Ott will offer a
condensed version of the Bridges Out of Poverty Training on Monday, November 22,
2010 at 6:00 p.m. All three sessions will be held at the Carnegie -Stout Public Library in
the third floor auditorium. An invitation to attend these sessions has been sent to all
City Council Members, Human Rights Commissioners and Safe Community Task Force
Members.

The purpose of this memorandum is to propose a first step in determining how best to
implement the Safe Community Task Force (SCTF) recommendation that mandatory
"cultural competency training" be provided to all Board and Commission members.

The Safe Community Task Force (SCTF) recently recommended that Cultural
Competency Training "...should be mandatory for city board and commission
members..." In response to this recommendation, the City of Dubuque Intercultural
Competency (ICC) Training Team would like to invite you to attend two sessions of
ICC Foundations training so that you can experience firsthand the training we could
offer City board and commission members.
We will be offering a slightly condensed version of the two Foundations
courses that all City employees have completed. Each session will last two and a

and necessity of intercultural competence and human relations skills in building a
safe community. Fortunately, we have the resources to begin developing these
skills. We are excited to follow the SCTF and City Council's lead by offering these
trainings.
