Proclamation Dragon Boat FestivPROCI AMATION WHEREAS, the Regional Dragon Boat Festival to be held on September 6 and 7, 2003 in Dubuque, is made possible with the contributions of area businesses and volunteers; and WHEREAS, WHEREAS, Dubuque is the Dragon Boat Capital of the Midwest, where several hundred participants from the Tri-States, Midwest and Canada will pair up to race each other in Iowa's oldest and most scenic city; and the festivals public events begin Saturday morning with the "Awakening of the Dragon" ceremony, and races take place all day Saturday and Sunday at Miller-Riverview Park, with the Final Races and Awards ceremony taking place Sunday afternoon; and WHEREAS, the motto of the American Dragon Boat Association is "Friendship Through Paddling", and the main reason for these races is to meet people from other parts of the country and the world; and WHEREAS, the ceremonies, pageantry, camaraderie and the fantastic boats themselves, 44 feet long with boldly painted dragon head prows, Serpentine tails and crews of 21 people, offer a glimpse of the Orient, past and present, a chance to enjoy our Midwestern hospitality and experience great competitive spirit and make lasting friendships. NOW THEREFORE, I, TERRANCE M. DUGGAN, MA YOR OF THE CITY OF DUBUQUE, IOWA, DO HEREBY URGE OUR ENTIRE COMMUNITY TO RECOGNIZE AND SUPPORT THE REGIONAL DRAGON BOAT FESTIVAL ON SEPTEMBER 6 AND 7, 2003 AND EXTEND OUR SINCERE BEST WISHES AND CORDIAL WELCOME TO THE VISITING TEAMS.
