Dear Mayor and City Council Members:
The -~istoric Preservation Commission requests that the City Council -eview and approve
submission of an application to the State Historic Preservation Office (SHPO) for a Certified
Local Government (CLG) grant to conduct Phase V of the architectural/historic survey of the
community.
Background
The City of Dubuque. as a recipient of funding from the U.S. Department of Housing and Urban
Development (HUD), is required to perform a Section 106 rewew for every rehabilitation or
construction project receiving federal funds. Specifically, projects that involve Community
Development Block Grant (CDBG) or HOME funds are required to have a Section 106 review
completed before beginning the project. The purpose of a Section 106 rewew ts to assess the
historic and architectural significance of the proper~y being impacted and to recommend any
mitigation of the exterior historic features of the property.
The City of Dubuqae has a Memorandum of Agreement (MOA) with the State Historic
Preservation Office (SHPO) to conduct Section 106 reviews locally. Currently, these reviews
are handled by a staff person in the Economic Development DepaCtment in less than one week.
If the City had to send all reviews to SHPO for review and approval, the process could take 30 -
90 days or more depending on the demand for reviews from across the State of Iowa.
The MOA also commits the City to conducting historic and architectural surveys on a regular
basis. The MOA also recognizes the City of Dubuque as a Certified Local Government (CLG).
As a CLG. the City is able to apply for state grants to assist with the costs of these required
surveys.
Discussion
The City of Dubuque has successfully completed numerous historic preservation projects with
funding from the SHPO in the past few years. The City has utilized CLG funds to complete the
2000 community assessment of Dubuque's architectural themes and historical contexts
"Dubuque - The Key City; The Architectural and Historical Resources of Dubuque. Iowa, 1937-
1955".

Following this assessment, the City began a phased architectural/historic survey/evaluation of
areas of the community using State grant funds. Completed in 2000, Phase I encompassed the
Washington/Jackson/Elm neighborhood. Completed in 2001 Phase Il involved the
Lincoln/Rhomberg/Gaffield neighborhood. Completed in 2003. Phase III encompassed
Dubuque's oldest commercial residential and industrial neighborhoods in and around the
central business district. Currently unaerway, Phase IV involves preparing and amending
National Register Nominations for Dubuque's four primarily residential historic districts and
finalizing the Multiple Proper~y Document.
Phase V of the architectural/historic survey/evaluation would include several older residential
neighborhoods adjacent to the downtown, as shown on the enclosed map. These are the last
areas within the City's demolition districts that have not been surveyed since 1978. The Phase
V survey will include an evaluation of the historical and/or architectural significance of the
structures in these neighborhoods. This evaluation will assist the Historic :reservation
Commission and the City Council when rewewing demolition permit requests in tnese
neighborhoods. In addition, some of the properly owners n these areas :qave expressed an
interest in being designated as an historic district.
The total cost for the Phase 1V survey is estimated at $24,062.50. The sources of funding for
this project include $9.625 in ocal CDBG funds and $14.437.50 in CLG grant funds. The
Planning Services Department has approximately $15,000 in CDBG funds allocated for
consultant services and a seasonal Planning qtem as the match for CLG grants.
Recommendation
The Historic Preservation Commission respectfully requests that the City Council approve the
suomission of an application for a CLG grant for Phase V of the architectural/historic survey.
The attached resolution initiates the grant submission, tt approves the local match and
sbpulates that the City will meet all applicable program requirements.

RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR CERTIFIED
LOCAL GOVERNMENT (CLG) PROGRAM FUNDING TO CONDUCT PHASE V OF THE
ARCHITECTURAL/HISTORIC SURVEY.
Whereas, the State Historical Society of Iowa has announced the availability of Certified
Local Government Program (CLG) grant funds; and
Whereas, the evaluation and survey of properties are eligible activities for CLG funding;
and
Whereas, the State Historical Society has advised that an architectural/historic survey is
necessary for the renewal of a Memorandum of Agreement between the State and City for the
purposes of conducting local Section 106 reviews; and
Whereas, the City of Dubuque Histodc Preservation Commission has reviewed and
endorsed the proposed Phase V of the architectural/historic survey.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the submission of an application for CLG funds to conduct Phase V of the
architectural/historic survey is hereby authorized.
Section 2. That the Planning Services Manager is hereby authorized to sign the contract
with and submit requests for reimbursements to the State Historical Society of Iowa for CLG
funds to conduct Phase V of the architectural/historic survey.
Section 3. That the Planning Services Manager is authorized to utilize budgeted
Community Development Block Grant Funds to provide the required local match if the CLG
application is approved by the State Historical Society of Iowa.
Section 4. That the City of Dubuque agrees to abide by all local, state and federal
requirements applicable to the proposed project.

C. SCOPE OF WORK AND SERVICES
Goals and Objectives
The project goal is to complete an in-depth architectural/historic survey/evaluation of Dubuque's
oldest residential neighborhoods adjacent to the downtown. This project represents Phase V in an
architectural/historic survey/evaluation of the community, as shown on the enclosed map.
Dubuque is a community well known for its historic beauty and, in particular, the Victorian
architecture that makes up much of the existing five historic districts. This architectural theme
was documented in the 1977 Kriviskey survey of the community. However, there are a great
many other influences in Dubuque that are recorded in Cra~sman, Colonial Revival and Classical
building styles, among others.
Dubuque's many architectural themes and historic contexts are recorded in the 2000 community
assessment described in a multiple property document entitled "Dubuque The Key City; The
Architectural and Historical Resour~s of Dubuque, Iowa, 1837-1955".
Following this assessment, the City began a phased architectural/historic survey/evaluation of
areas of the communky. Completed in 2000, Phase I encompassed the Washin~on/Jackson/Elm
neighborhood. Completed in 2002, Phase II encompassed the Lincoln/Rhomberg/Garfield
neighborhood. Begun in 2002 and recently completed Phase m involved the downtown
commercial and residential neighborhoods, including re-evaluation of the Old Main Historic
District. Currently underway, Phase IV involves listing the Langworthy and West 11t~ Street
Historic Districts on the National Register and re-evaluating the Jackson Park and Cathedral
Historic Districts for National Register Listing, and finalizing the Multiple Property Document.
The Phase V area was selected based on a number of factors:
The 1977 Kriviskey survey and the 2000 community assessment both identified
potentially significant properties in the downtown area.
Section 106 reviews o~en are required for properties in this area for the City's programs
for residential rehabilitation and lead-based paint abatement.
The City Council now has the ability to review and approve (or deny) demolition requests
in the area, based in part on the property's historical or architectural significance. A
historic property inventory would evaluate the level of significance, and help the City
Council make more informed decisions.
There has been interest by some of the property owners in the Phase V area to be
designated as a historic district.
Project Objectives are:
Identification of historically and architecturally significant properties is undertaken to the
degree to make decisions about eligibility.
Results of identification activities are integrated into the preservation planning process.
Identification activities include explicit procedures for record keeping and distribution of
information.
Architectural themes and historic contexts are identified.
Evaluation of the significance of historic properties is accomplished using established
criteria.
Evaluation of significance applies the criteria within identified historic contexts and
architectural themes.
Evaluation results in an inventory of historic properties that is consulted when assigning
registration and treatment priorities.
Evaluation results are made available to the public, to enhance and increase knowledge of
and appreciation for the community's historical, architectural and cultural resources.
The Phase V area includes 452 structures (135 being secondary structures) in several older
residential neighborhoods adjacent to the downtown. The subject area encompasses 107 acres in
the heart of Dubuque.
The types of buildings in the Phase V area reflect a variety of architectural styles and materials.
Structures range from small single family homes to large multifamily structures. Brick and native
stone are the predominant building materials. Many of the buildings are in good or fair condition.
The Phase V area encompasses the historic neighborhoods adjacent to the downtown, with some
two-and-three story residential buildings still fully residential. For these residential structures,
both wood and brick are the predominant building materials.
The Phase V architectural/historic survey evaluation will include an inventory, evaluation and
data entry on the properties within the project area~ The project consultant will use previous
studies, archives at the Dubuque County Historical Society and the Center for Dubuque History at
Loras College, and County records to gather data on the 452 smmtares (135 being secondary
structures) in the Phase V area.
Data will be collected and analyzed on property ownemhip, dates of construction, architects or
contractors used, physical integrity and other relevant items that relate to the properties'
significance as a National Register eligible property or district. Particular emphasis will be
placed on the pre-1950 structures. This data will then be used for the evaluation portion of the
project.
Coordination
This project will require a professional with expertise in the field of archival survey and
documentation. The consultant to be hired must meet the professional qualification standards
established by the Secretary of the Interior and the State Historic Preservation Office for history
and architectural history. The consultant must have either a master's degree in American History,
American Studies or a closely related field, or a bachelor's degree plus either two years full-time
experience in research and writing, or teaching or substantial contribution to the field.
In addition, the City's project director and historic preservation intern will be involved in the
Phase V project by assisting the consultant with project management, data collection, research,
photography, date enlry and map making.
The City's project director has managed the Phase II, RI and IV survey projects including
supervision of a historic preservation intern. He also has managed CLG grants for creation of
design review guidelines and development of design review training. He provides day-to-day
support for the City of Dubuque's Historic Preservation Commission.

Two draft copies of the Request for Proposal to be submitted to consultants and a list of
consultants to whom it will be sent;
A minimum of five copies of the final Project Request for a proposal for distribution to
consultants;
Two copies of the draft subcontract agreement with the consultant;,
Three copies of the fully executed subcontract agreement with the consultant;
Two copies of a one-page report, summarizing the project results, required for all CLG grant-
funded projects;
For Architectural and Historical Survey and Evaluation Projects:
Two (2) copies of a research design outlining the project activities and schedule;
For each building, semcmre, object or site (other than archaeological) recorded or updated during
the project, an Iowa Site Inventory form will be completed;
One black and white photograph will be taken of each surveyed property; two contact sheets and
one set of negatives for each roll of black and white film used during the survey;
For any colored slides on 35 mm, kodachrome film, taken for the survey, prepare a copy;
Two (2) typed copies of"Photograph/Catalog Field Sheet" for each roU of black and white or
colored slide film;
Three (3) draft copies of survey report; the report will follow the format of a Multiple Property
Cover Document;
Five to ten typed and completed, Iowa Site Inventory forms of surveyed properties, each with at
least one black and white photographic print enclosed in a Print-File type plastic sleeve, will
accompany the draft survey report;
Two (2) finished sets of typed Iowa Site Inventory forms for all surveyed properties, each set
with at least one black and white photographic print, enclosed in a Prim-File type plastic sleeve,
will accompany the final report;
A minimum of twelve (12) copies of the final project report, to include 11 bound copies and one
unbound, print-ready master copy;
A completed, typed Historic-Architectural DataBase (IlADB) encoding form for summarizing
report information;
A public presentation of the draft report and preliminary findings; and
A public presentation summarizing project work and findings.

The Dubuque Comprehensive Plan is the community's guide to future development, public policies
and decision making. The Comprehensive Plan includes a number of long-range goals and
objectives that relate to historic preservation in general and this project in particular. The Phase V
Architectural/Historic Survey Zvaluation will support the following long-range preservation goals
and objectives of the community:
· Preserve historic and aesthetic character and function of established neighborhoods.
· Protect and preserve the City's historic buildings, urbmq pa~tarn and natural environment.
· Expand the City's use of housing preservation pro,ams whenever appropriate and
possible.
· Encourage neighborhood identity, planning and pride of place.
· Safeguard the cultural and historical resources of the community as critical to the quality
of life and the attractiveness of Dubuque.
· Promote the preservation of historic buildings and architectural resources in the
communiry.
· Educate the community about the benefits of historic preservation to the community's
quality of life. economic development efforts, tourism and tax base enhancement.
· Explore, preserve and interpret for present and future generations, the history of Dubuque
and the Mississippi River.
· Increase appreciation, education, technical assistance and funding for the community's
historical and architectural heritage.

The City of Dubuque has successfully completed numerous historic preservation projects with funding
from the SHPO in the last few years, and additional projects are underway and on schedule. The City
has established an administrative policy for soliciting proposals from consultants that uses an
interdisciplinary, rem of City Staff. and where appropriate, persons from key groups involved in the
project. The City also invites input from community resource agencies, stakeholders groups, the
Historic Preservation Commission and the SI4PO in producing the best possible work products.
The City has utilized CLG funds to complete the 200C community assessment of Dubuque's
architectural themes and historical contexts, "Dubuque - The Key City; The Architectural and
Historical Resources of Dubuque, Iowa, 1937-1955".
Following this assessment, the Ciw began a phased architectural/historic survey/evaluation of areas of
the community using CLG funds. Completed in 2000, Phase t encompassed the
Washington/Jackson/Elm neighborhood.

grant
Begun in 2002, and completed in 2003. Phase III involved Dubuque's oldest commercial, residential
and industrial neighborhoods in and around the central business district. The City received a CLG grant
to fund this project.
Begun in 2003, and currentl~ underway, Phase IV involves preparing and amending National Register
Nominations for Dubuque's four primarily residential historic districts and finalize the Multiple
Property Document. l'he City received a CLG grant to fund this project.
The City selected a consultant to assist the Historic Preservation Commission and various City
departments with development of a design gnidelines manual and a comprehensive streetscape plan for
the city's five historic districts. This project, funded with a CLG grant and a Preservation Services
Fund grant, was completed in 2002.
Begun and completed in 2002, the City of Dubuque Historic Preservation Commission developed and
held design review training sessions on the Iowa Communications Network (ICN) and locally that were
available to the public and other CLG communities. The City received a CLG grant to fund this
project.
In addition, the City successfully completed on time and under budget, the research, design and
installation of five interpretive signs of historic resoumes in May 2001, with a second HRDP grant. The
City also completed the development of five more interpretive signs with a third HRDP grant in 2002.
