IA 52001 RE: CLG Grant to conduct an Historic Preservation Symposium Dear Mayor and City Council Members: The Historic Preservation Commission requests that the City Council review and approve submission of an application to the State Historic Preservation Office (SHPO) for a Certified Local Government (CLG) grant to conduct an historic preservation symposium. Discussion The project objective is to enhance and ~ncrease the knowledge of and appreciation for the community's historical architectural and cultural resources by the general public elected officials and appointed officials, and City staff. The historic preservation symposium will bring greater awareness of the city's resources documented in the 2000 community assessment of Dubuque's architectural themes and historical contexts, as weu as the subsequent ahases of the architectural/historic survey/evaluation. The project will involve alarming for and conducting an historic preservation symposium using a panel discussion by historic 0reservation experts familiar with Dubuque's resources. The program will be developed with the assistance of a meeting planner. The project also will involve establishing a collaborative arrangement with the City's 3artners in preservation to publicize the program to identified interest groups, stakeholders and the general public. The total cost for the historic preservation symposium is estimated at $7.500. The sources of funding for this project include $2.500 in local CDBG funds. $500 in in-kind staff time for project management, and $4.500 in CLG grant funds. The Planning Services Department has approximately $15 000 in CDBG funds allocated for consultam services and a seasonal Planning Intern as the match for CLG grants. Whereas, the State Historical Society of Iowa has announced the availability of Certified Local Government Program (CLG) grant funds; and Whereas, public education workshops, conferences, and meetings are eligible activities for CLG funding; and Whereas, the City of Dubuque Histodc Preservation Commission has reviewed and endorsed the proposed historic preservation symposium. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. SCOPE OF WORK A_ND SERVICES Goals and Objectives The project goal and objective is to enhance and increase the knowledge of and appreciation for the community's historical, architectural and cultural resources by the general public, elected officials and appointed officials, and City staff. The historic preservation symposium will bring greater awareness of the city's resources documented in the 2000 communiry assessment of Dubuque's architectural themes and historical contexts, as well as the subsequent phases of the architectural/historic survey/evaluation The project will involve planning for and conducting an historic preservation symposium using a panel discussion by historic preservation experts familiar with Dubuque's resources. The program will be developed with the assistance ora meeting planner. The project also will involve establishing a collaborative arrangement with the City's panners in preservation to publicize the program to identified interest groups, stakeholders and the general public. The following historic preservation experts will be invited to speak: Lawrence J. Sommer Mr. Sommer is the author of The Heritage of Dubuque: An Architectural View and former Assistant Development Planner for the City of Dubuque. While working for the City of Dubuque, he conducted a 1973 Historic Site Field Survey and developed a preliminary study of historic preservation needs and oppormmties for Dubuque's historic structures. Mr. Sommer currently is the Director and State Historic Preservation Officer for the Nebraska State Historical Society. Bruce M. Kriviskey AICP Mr. Kriviskey, a historic preservation consultant, was conlzacted by the City of Dubuque in 1978 to conduct an Architectural Survey/Historic Preservation Planning Project. His research led to the development of the City's five (5) Historic Preservation Districts His city, wide assessment has been used to help identify architecturally and historically significant structures for Secuon 106 reviews. Jim Jacobsen Mr. Jacobsen, a historic preservation consultant, developed the 2000 community assessment described in a multiple property document entitled Dubuque The Key City; The Architectural and Historical Resources of Dubuque. Iowa. 1837-1955. He has conducted Phase I, II, and III ArchitecturalfHistoric Survey/Evaluations and is currently working on Phase iV. He has prepared a National Historic Landmark application for the City's historic Shot Tower. He also has prepared a number of National Register nominations for Dubuque properties. Mike Gibson Mr. Gibson is currently the archivist for the Center for Dubuque History at Loras College He is very knowledgeable of the past and present historic structures located in Dubuque. He will provide a lecture and slide show entitled "Dubuque's Missing Treasures," showing before and after images of historic structures. Jerry Enzler Mr. Enzler is the executive director of the Dubuque County Historical Society, National Mississippi River Museum and Aquarium, National Rivers Hall of Fame, Woodward Riverboat Museum. historic Wm. M. Black steam dredge, the Mathias Ham House. Old County Jail Museum, and the Ryan House. Coordiuation This project will require coordination between the City's project director and a meeting planner with the assistance o£the Dubuque Area Chamber of Commerce to help set up. The City's project director has managed the Phase II. ItI and IV survey projects including superviston of a historic preservation intern. He also has managed CLG grants for creation of design review guidelines and development of design review training. He provides day-to-day support for the City of Dubuque's Historic Preservation Commission. Work Products The City will produce: Two (2) draft copies of the Request for Proposal to be submitted to consultants and a list of consultants to whom it will be sent; A minimum of five (5) copies of the final Project Request for a Proposal for distribution to consultants; Two (2) copies of the draft subcontract agreement with the consultant; Three (3) copies of the fully executed subcontract agreement with the consultant; Two (2) draft copies of any brochure, flyer, or pamphlet; A minimum of tweuty-five (25) copies of each final version of any brochure, flyer, or pamphlet A minimum if two (2) draft copies of each of the following types of material: all promotional material, programs, conference notebooks or hand-outs created by the CLG as part of the project; Two (2) copies of a draft evaluation form to be distributed to participants Four (4)copies of each of the following: 1. Funding of one year does nor guarantee funding of future phases. The Dubuque Comprehensive Plan is the community's guide to future development, public policies and decision making. The Comprehensive Plan includes a number of long-range goals and objectives that relate to historic preservation in general and this project in particular. The Historic Preservatiun Symposium will support the following long-range preservation goals and objectives of the community: · Encourage neighborhood identity, planning and pride of place. · Promote the preservation of historic buildings and architectural resources in the community. · Educate the community about the benefits of'historic preservation to the community's quality o£ life. economic development efforts, tourism and tax base enhancement. · Explore. preserve and interpret for present and future generations, the history of Dubuque and the Mississippi River. · h~crease appreciation, education, technical assistance and funding for the community's historical and architectural heritage. 4 Past grant contract performance: Specifically address the success or challenges faced in carrying out the requirements of your past CLG grant projects. Describe how undertaking this project will strengthen and enhance commission performance ]?he City of Dubuque has successfully completed numerous historic preservation projects with funding from the SHPO in the last few years, and additional projects are underway and on schedule. The City has established an administrative policy for soliciting proposals from consultants that uses an interdisciplinary team of City Staff, and where appropriate, persons from key groups involved in the project. The City also invites input from community resource agencies, stakeholders groups, the Historic Preservation Commission and the SIq~O in producing the best possible work products. The City has utilized CLG funds to complete the 2000 community assessment of Dubuque's architectural themes and historical contexts, "Dubuque - The Key City; The Architectural and Historical Resources of Dubuque, Iowa, 1937-1955". Following this assessment, the City began a phased architectural/historic survey/evaluation of areas of the community using CLG funds. Completed in 2000, Phase I encompassed the Washin~ordJackson/Elm nei~hborhood Begun in 2000, and completed in 2001, Phase II involved the Lincoln/Rhomberg/Garfield neighborhood. This project was funded with a Historical Resource Development Program (HRDP) grant. Begun in 2002, and completed in 2003. Phase llI involved Dubuque's oldest commercial, residential and industrial neighborhoods in and around the central business district. The City received a CLG grant to fund this project. Begun in 2003, and currently underway, Phase IV involves preparing and amending National Register Nominations for Dubuque's four primarily residential historic districts and finalize the Multiple Property Document. The City received a CLG grant to fund this project. ]?he City selected a consultant to assist the Historic Preservation Commission and various City, departments with development of a desigu guidelines manual and a comprehensive streetscape plan for the city's five historic districts. This project, funded with a CLG grant and a Preservation Services Fund grant, was completed in 2002. Begun and completed in 2002, the City of Dubuque Historic Preservation Commission developed and held design review training sessions on the Iowa Communications Network (ICN) and locally that were available to the public and other CLG communities. The City received a CLG grant to fund this prqiect. In addition, the City successfully completed on time and under budget, the research, design and installation of five interpretive sigus of historic resources in May 2001, with a second HRDP grant. The City also completed the development of five more interpretive signs with a third HRDP grant in 2002. F.
