SUBJECT: Draft Survey Report on Architectural/Historical Resources
Dear Mayor and City Council Members:
This letter transmits the draft Survey Report on the Architectural and Historica/ Resources of
Dubuque from 1837 -1955, for review and comment by the City Council.
The draft report was prepared by James Jacobsen, of History Pays!, the consultant for phases 1 and
2 ofthe City's architectural/historical survey/evaluation project. As a Certified Local Government
(CLG) with the State Historical Society of Iowa, the City is required to conduct these types of
surveys. Funding for the survey project is a $12,758 CLG grant from the State, and matching CDBG
funds.
Under the terms of the City's grant agreement with the State for this project, the draft survey report
is to be reviewed by the City Council, Historic Preservation Commission, and other related City
departments or commissions. The draft report is to be made available for public review and
comment as well. The Historic Preservation Commission requested comments from the Community
and Economic Development and Housing Services Departments, the Community Development
Advisory Commission and the Housing Commission. The Community Development Advisory
Commission forwarded two minor modifications to the text, which will be addressed.
The Historic Preservation Commission held a public hearing on the draft report on April 20, at which
time Mr. Jacobsen reviewed his progress on the project and answered questions about the report.
No public comments were received.
The Historic Preservation Commission has asked if: 1) Survey forms similar to the 1979 architectural
survey could be added; 2) the format could be modified to be more user-friendly; and 3) a glossary
could be added.
The requested action is for the City Council to review the draft report, and then offer any comments.
Comments from the City Council will be included in the Historic Preservation Commission's
correspondence to the consultant and the State regarding the report.
