Blocker 1850 Carter Road Dubuque, IA 52001 April 28, 2000 Honorable Mayor Terrance Duggan and Council Members City of Dubuque Dubuque, IA 52001 Dear Honorable Mayor and Council Members: The Church of the Resurrection does not object to reclassifying the Hilby Property at 3966 Asbury Road. However, in view of the recent announcement of the proposed Plastic Center Asbury Road Conceptual Plan, the Church of the Resurrection is very concerned about the traffic safety for the members of the Resurrection Community. The development of the Hilby Property and the proposed Plastic Center will result in increased traffice volume on Asbury Road. This increased traffic will create more risks for the members of the Resurrection Community, and in particular, the 450-500 children attending Resurrection School and Day Care Center. The Church of the Resurrection has addressed the safety issue, with the owners of the Hilby Property, and requested a pedestrian walkway from their property to the Resurrection property. They have agreed to providing this walkway to the property line. in view of the proposed Plastic Center development, with a number of accesses to Asbury Road, the Church of the Resurrection requests the City of Dubuque give consideration to the foliowing as a way to address the traffice safety issues: 1. Frontage roads required for both developments, thereby limiting the number of accesses to Asbury Road. 2. A traffic control signal located at the crest of the hill, on Asbury Road, in front of the Resurrection Property. The traffice safety for ali members of the Dubuque Community will be enhanced if the above items be a considered requirement for these two (2) developments.
