WHEREAS, in our beautiful tri-state area fishing is a natural popular sport for so many
because of the nearness of the Mississippi River; and
WHEREAS, Dubuque's Mississippi Walleye Club is reviving the popular "Kids' Fishing
Day" which had originally been sponsored by KDTH & The Bait Shack; and
WHEREAS, students, ages 9-12, are asked to write a 100-word essay entitled "Why I want
to Go Fishing" submit it by April 7th, and a panel will choose the 100 best
essays. Each of those 100 students will receive a new rod, reel and fishing
tackle and be qualified to be part of 50, 2-person teams and compete for
prizes; and
WHEREAS, twenty five boats with two students and a member of the Mississippi Walleye
Club will depart from Schmitt Harbor and Hawthorne Boat Ramp between 8
A.M. and 11:00 A.M. on Saturday, June 3,2000; and
WHEREAS, the Mississippi Walleye Club recognizes that fishing and learning to fish
is the important factor in this day, something that can be done for a lifetime,
bringing individuals out into nature, and giving them positive alternatives to
TV and video games.
NOW THEREFORE, I, TERRANCE M. DUGGAN, MAYOR OF THE CITY OF DUBUQUE,IOWA,
DO HEREBY PROCLAIM THAT SATURDAY, JUNE 3, 2000 BE DESIGNATED AS:
"MISSISSIPPI WALLEYE CLUB KIDS' DAY"

\ Who Can Enter:
The Mississippi Walleye Club, Inc. Kids Day Fishing Tournament/Seminar is
open to boys and girls ages 9-12 from Dubuque Area Parochial and Public
Schools. Participants should, in their own words answer the official essay
question and return it along with the signed waiver to their respective teachers.
Deadline is Friday, April 7, 2000.
Participants:
Applications will be judged on originality and content of essay. Participants will
be notified by phone or through their classroom teachers. Parent or guardian must
sign the Waiver Form before participants can fish on Saturday, June 3, 2000.
Two participants per boat will fish with equipment and supplies provided by a
fisher person from the Tri-State area. The Kids Day Fishing Tournament/Seminar
will be in Pool II with specific information provided at the Drivr;s Meeting.

All participants will receive a rod and reel, official shirt and ~iher prizes as .~,
designated on June 3, 2000. ~,,!
Safety: {\tt' 1: ','f' ~" ;'
Safety is first, Learning and having Fun is second and third. E~ch boat'tperator is
a seasoned fisher person, accustomed to traveling the Mississippi safely. Safety
will be stressed during the time participants are in the boat and is considered part
of the learning and teaching experience.
Award:
Site: Dubuque Greyhound Park and Casino West Lot
Time: 2:30 PM
Prize Categories: Based upon Team total weight, with maximum 10 fish limit,
with each Team designating their Big Fish.
Each boat will have one team consisting of two students. All fish caught must be
kept in the boat live well and are the boat operator's responsibility unless
accepted by a parent or guardian after the weigh- in. Absolutely no fish will be
returned to the Mississippi River.

All entries and signed waiver forms must be received by April 7,2000.

sponsor, assisting or participating in this aforementioned Seminar, from
