The CC&P RR owns lot 27 of the Center Grove Subdivision. The installation of a sidewalk at this location would restrict the access of our maintenance trucks to Railroad property in that the City would certainly object to our trucks driving over the sidewalk to get back to the tracks. A sidewalk at this location would become a needless source of contention between the Railroad and the City, especially during the winter season. The pedestrian traffic is very low --in our two years of ownership we have never observed even one person walking on Center Grove Road. 2. Sidewalks on both sides of the street seem totally unnecessary given the low pedestrian traffic and the terrain adjacent to the street. 3. The proposal includes a new approach with a sidewalk entering our property. Currently, this entrance is very steep and a redesign to the city proposal would create so steep a drive that cars entering and leaving the parking lot would bottom out. 4. The proposed design at our property is a sidewalk adjacent to the curb and a block wall to retain the dirt back. There is no place to put snow other than back on the street and every time the city plow cleans the street they would have to plow the snow onto the sidewalk. Please study the area carefully and hopefully conclude as we do that sidewalks are not necessary in this area. This property is zoned as Agriculture and consists of approximately 11 Acres. If this sidewalk is put in prior to our platting for residential use it would be destroyed when any grading was done. Further more, when the tractors cross these sidewalks, they also would damage them. We believe that this program is premature and should not be suggested at this time. Based on the fact that Cedar Cross Road is not fully finished and until this is done the sidewalks would serve no purpose.. Might we ask when this final improvement will be done? We always felt that these sidewalks should be completed when the building was finished. We would also point out that the forced installation of these sidewalks at this time would cause a financial hardship on my husband and I. Schneider City Clerk Dear Ms. Schneider, I am in receipt of your letter of Sept. 8th, 2000 in reference to the possible improvements and assessment on properties abutting Cedar Cross Road. And Starlite Road with regards to Sidewalks, Curb Ramps and Sodding or Seeding for disturbed areas as caused by the installation of these improvements. CD • r-"d s l ✓ c1, ry ;T1 t O M E; Lo CD CD.r- As owner of Lot #4 of Hansel's Addition in the City of Dubuque, County of Dubuque, Iowa I strongly object to this improvement for a number of reasons:-- #1 and foremost---- is the reason that this property is being improved at the present time and any new sidewalks would be destroyed during construction . It has been in the past that Sidewalks are installed as part of the improvement plans and occupancy is not allowed until this is complete. #2 Curb cuts and location of same have not been determined and will be submitted at time of final improvement plans to the necessary City Departments and Boards. #3 At the development of Cedar Lake Addition, as per our Development Plans, sidewalks were installed along the East Side of Cedar Cross Road and for 15 Plus Years they have gone NOWHERE. New structures have been built along this corridor but it seems to me that the requirements of sidewalks were not enforced. These questions can only be answered by those Departments responsible to see that the codes and requirements are enforced. #4 It is also my opinion that any Sidewalk Program along Cedar Cross Road is premature until the road is completed. The failure to insist that this portion of road , from what we regard as Harry's Corner (The easterly corner of Lot 4 of Hansel's Addition) and the Westerly corner of the J and J Tree Service Lot is and has been a drastic mistake for the past 15 plus years. It is and will continue to be one of the most traveled streets in the south portion of Dubuque and it seems to me that it has been entirely disregarded. Over the years I have repeatedly asked about this improvement , but have always heard that it was not on the current street program, and it never was. #5 For what purpose does this sidewalk program serve? It leads nowhere and serves only a few people, and unless a overhead pedestrian crossing is provided for at one of the Major intersections, probably Wacker Dr. and Highway 20, it would almost be impossible to cross while walking to our Major Mall. #6 If this project was to be considered, then I would suggest that each property owner would be polled to see if it was truly wanted and would be of a benefit to them or to the general public. . Also many of the property owners might prefer to install the sidewalks on their own and not have it done by city contract and assessed against their property. Perhaps at a savings because of help from friends and relatives. All of the above items should be considered before the City Government insists that this sidewalk program be continued. We are looking to develop soon! 3. Presently, sidewalk on West side of Embassy West Dr., for pedestrians to access and use, and access newly placed sidewalk, which we installed on North side of Pennsylvania Ave., running parallel with same, from Embassy West Dr., east toward the Northwest Arterial to Kwik Stop. 4. Numerous major streets in Iowa without sidewalks on either side to walk. 5. Shortage of liquid assets at this time because of prior commercial project that completely depleted my finances. I ask that the Dubuque City council waive the requirement to complete or install this second phase of sidewalk running North and South, and East parallel with Embassy West Dr., Dubuque, Iowa and thank you for your consideration on this request.
