01 30 23 City Council Proceedings Official_SpecialCITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 5:30 p.m. on January 30, 2023, in the second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. Present: Mayor Cavanagh; Council Members Farber (attended virtually), Jones, Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen, City Attorney Brumwell (attended virtually). Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of conducting work sessions on the Smart Parking & Mobility Master Plan and the Historic Millwork District Master Plan. WORK SESSIONS (2) 1. SMART PARKING & MOBILITY MASTER PLAN UPDATE Director of Transportation Services Ryan Knuckey introduced Kevin White of Walker Consultants. Mr. White; Kenny Okigbo with RDG Planning & Design; and Eric Haggett with Walker Consultants, reviewed the status and findings of the Smart Parking & Mo- bility Master Plan. Due to a technical issue, the work session paused at 5:46 p.m. and reconvened at 6:03 p.m. While reconvening the session, Mayor Cavanagh announced that the meet- ing would not be broadcast on the city’s video feed and Facebook due to technical difficulties. The meeting remained virtually accessible through GoToMeeting and was being recorded via the platform. Responding to questions from the City Council, the consultants summarized the out- comes of charging for parking, the possibility of reduced rate solutions, and outreach efforts conducted to obtain equitable input. Input received about transportation options for students and biking options were briefly outlined. Responding to a question from the City Council on whether the income ranges of survey respondents reflected Dubuque’s income data, Mr. Okigbo stated that the consultants would provide that information to the City Council. The consultants summarized the current limitations and opportunities regarding the city’s parking infrastructure and technology and stated that offering tech- nologies that accept coin payments continue to be a prevalent option. The consultants stated that one outcome of the study will be to issue a Request for Proposals (RFP) for parking technology, in which the City can specify all desired technology. While leasing technology is an option, the consultants stated that it could limit the number of vendor options. Mr. Okigbo stated that the online survey was closed, but the public can still visit the Move DBQ website to submit comments, and that Council Members could forward any comments they receive to the consultants. This work session concluded at 7:28 p.m. The City Council recessed until 7:34 p.m. 2. HISTORIC MILLWORK DISTRICT MASTER PLAN UPDATE Economic Development Director Jill Connors introduced Andrew Dresdner of Bolton & Menk. Mr. Dresdner and Chris Brewer, also of Bolton & Menk, presented on the cur- rent status of the Historic Millwork District Master Plan Update. Responding to questions from the City Council, Mr. Dresdner discussed the possi- bility of either 7th Street or 10th Street serving as a thoroughfare to other Dubuque amen- ities and provided input on district naming. Responding to a question from the City Council, Ms. Connors stated that the initial Historic Millwork report was submitted in October and will be provided to the City Council. Ms. Connors also stated that market- ing has not been included in the master plan, but that marketing is a discussion point in monthly stakeholder meetings regarding the district.
