02 21 23 City Council Proceedings Official_Special Budget Fearing #1CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS SPECIAL SESSION OFFICIAL The Dubuque City Council met in special session at 6:30 p.m. on February 21, 2023, in the second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank, Wethal; City Manager Van Milligen. Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of conducting public hearing s on certain Fiscal Year 2024 Depart- ment Budgets. PUBLIC HEARINGS FISCAL YEAR 2024 DEPARTMENT BUDGETS Fiscal Year 2024 City department budgets were presented by staff from the following departments: 1. City Attorney's Office (Legal Services) Fiscal Yea r 2024 Budget Presentation: Crenna Brumwell, City Attorney; 2. City Clerk's Office Fiscal Year 2024 Budget Presentation: Adrienne Breitfelder, City Clerk; 3. Public Information Office Fiscal Year 2024 Budget Presentation: Randy Gehl, Public Information Officer and Nikki Rosemeyer, Geographic Information Systems (GIS) Coor- dinator; 4. Human Resources Fiscal Year 2024 Budget Presentation: Shelley Stickfort, Human Resources Director; 5. City Manager's Office Fiscal Year 2024 Budget Presentation : Cori Burbach, Assis- tant City Manager and Gina Bell, Sustainability Coordinator; 6. City Council Fiscal Year 2024 Budget Presentation : City Manager Van Milligen. Staff responded to questions from the City Council following their respective presenta- tion. Mayor Cavanagh confirmed the process for City Council Members to suggest amendments to the budget. A City Council Member may propose to add or remove some- thing from a department’s budget. Mayor Cavanagh will conduct a straw poll of the City Council Members to determine if there is majority support for the suggestion. Any items with majority support will be discussed and acted upon at the final budget hearing to adopt the Fiscal Year 2024 budget. City Council Members discussed their interpretations of the budget recommendations and the straw poll process for amending the budget. Mayor Cavanagh advised that any changes to the City Council’s budget amendment process be discussed at the City Council’s annual goal setting. Council Member Farber requested feedback from the City Council on whether there was an interest in considering amending the budget to add the Public Information Office’s Improvement Package requests for the GIS Application Specialist (Improvement Package No. 1) and the GIS Data Analyst Posi- tion (Improvement Package No. 4) which were not recommended by the City Manager. After discussion, City Council Members decided to consider the suggestions at a later date. City Council Members determined to conduct further budget hearings before dis- cussing any amendments to add city staff positions to the budget. City Manager Van Milligen stated that recently adopted state legislation extends the deadline to certify the Fiscal Year 2024 budget until April of 2023, so the City Council ha s the option to resched- ule the public hearing to adopt the final budget if additional time is needed to consider the budget recommendations.
