The Dubuque City Council met in special session at 6:30 p.m. on February 27, 2023,
in the second-floor Council Chambers of the Historic Federal Building, 350 W. 6 th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell,
Sprank, Wethal (attended virtually); City Manager Van Milligen.
Mayor Cavanagh read the call and stated this is a special session of the City Council
called for the purpose of conducting public hearings on certain Fiscal Year 2024 Depart-
ment Budgets.
PUBLIC HEARINGS
FISCAL YEAR 2024 DEPARTMENT BUDGETS
Fiscal Year 2024 City department budgets were presented by staff from the following
departments:
1. Health Services Fiscal Year 2024 Budget Presentation: Mary Rose Corrigan, Public
Health Director.
2. Library Fiscal Year 2024 Budget Presentation : Nick Rossman, Library Director.
3. Airport Fiscal Year 2024 Budget Presentation: Todd Dalsing, Airport Director.
4. Office of Shared Prosperity and Neighborhood Support Fiscal Year 2024 Budget
Presentation: Anderson Sainci, Director of the Office of Shared Prosperity and Neighbor-
hood Support; and Temwa Phiri, Community Engagement Coordinator.
5. Office of Equity and Human Rights Fiscal Year 2024 Budget Presentation: Gisella
Aitken-Shadle, Chief of Equity and Human Rights.
6. Finance Fiscal Year 2024 Budget Presentation: Jennifer Larson, Chief Financial Of-
ficer; and Rose Hoerner, Utility Billing Supervisor.
Staff responded to questions from the City Council following their respective presenta-
tion. Abhishek Rai, 3674 Pennsylvania Ave., provided input during Public Hearing No. 4
in support of the department’s outreach efforts to minority businesses.
There being no further business, Mayor Cavanagh declared the meeting adjourned at
9:51 p.m.
