On motion of Ald. Wallis, the Coun-
cil Proceedings for the month of No-
vember, 1917, were approved as print-
ed.
BIDS.
Bid for equipping the street car
sprinkler into a street flusher. Bid of
E. D. Etnyre & Co. converting street
car sprinkler into a street flusher for
the sum of $850.00, but if awarded
the contract for the motor truck
flusher the price for converting the
street car sprinkler into a street fllush-
er to be $750.00. On motion of Ald.
Leist, the bid was referred to the com-
mittee of the whole.

On motion of Ald.' Leist, all bills

Petition of Wm: P. Slattery, asking
the city council to place his taxes for
the years 1914, 1915 and 1916 on an
assessment of $134,000.00 which is the
valuation placed by the Board of
Equalization at its last meeting, pre-
sented and read. On motion of Ald.
McLaughlin, the prayer of the peti-
tioner was granted and the city treas-
urer instructed accordingly,
Petition of A. L. Hammel, relative
to damages sustained in the refilling
of his excavation by the contractor
and asking for damages for same,
presented and read. On motion of
Ald. Wallis, the petition was referred
to the city attorney to report back to
the committee of the whole.
Petition of The Telegraph - Herald,
calling the council's attention to the
way the numbers are mixed up on
several of the streets and asking to
have the same straightened out and
offering the services of Mr. John A.
White, their city directory man, to
assist, presented and read. On mo-
tion of Ald. Wallis, the city engineer
was instructed to take care of this
work and call on Mr. White for his
services.
Petition of Frank Beutin, asking
the city council to open North First
street, located at Eagle Point, from
the high bridge approach to the river
front, presented and read. On motion
of Ald. Frith, the petition was refer-
red to the committee of the whole to
view the grounds.
Petition of heirs of Louisa M!
Traut, by Lyon & Wiliging, their at-
torneys, asking the city council. to in-
struct the city treasurer to cancel the
taxes for the years 1914, 1915 and
1916 against the estate of Louis M.
Traut as the same has been errone-
ously assessed, presented and read.
On motion of Ald. Strobel, the petition
was referred to the city assessor and
city attorney' to report back to the
city council.'
Petition of Dennis Ryan, asking the
city council to instruct the city treas-
urer to accept the sum of $803.71
without interest for the payment of
delinquent taxes for the years 1916
and prior against Lot 2 of Mineral
Lot 28, abutting on Grandview avenue,
presented and read. On motion of
Ald. Wallis, the petition was referred
to the committee of the whole.
Petition of city firemen's union,
asking the city council for a salary
increase of twenty per cent, uniform
through the department, presented
and read. On motion of Ald. Frith,
the petition was referred to the com-
mittee of the whole.
Petition of A. E. Gmehle, asking
the city council to appoint him again
to collect the delinquent personal
taxes for the year 1916 and prior,
presented and read. Ald. Leist moved
to grant the prayer of the petitioner.
Ald. McLaughlin amended Ald. Leist's
motion to refer the petition to the
committee of the whole. Lost by the

Treasurer be instructed that he will
be held responsible for any more out-
lawed assessments or taxes hereafter.

Be It 'Ordained By the 'City Council
of the City of Dubuque:
Sec. 1. That an Ordinance entitled
"An Ordinance granting' to the Stand-
ard Oil Co. the right to install and
maintain pipe lines for the convey-
ance of oil from the river front on
Water Street and Camp Street west
to the Standard Oil Co. plant," which
was adopted Dec. 6th, 1917, be, and
the same is hereby amended by in-
serting after the word "oil" between
the words "of" and "from" in the title
of said Ordinance the words "and
gasoline ".
Sec. 2. That Section 1 of said Or-
dinance be amended by inserting after
the word "oil" and'between the words
"of" and "from" the words "and gaso-
line".
Sec. 3. All the conditions, pro-
visions and penalties provided for in
the original Ordinance shall also ap-
ply to the Ordinance when amended
to comply herewith, and the Stand-
ard 'Oil Co. shall, in signing their ac-
ceptance of the terms and provisions
of the Ordinance, shall make the
same read so as to include the Ordi-
nance and this amendment.
Sec. 4. This Ordinance shall be in
force and effect from and after its
passage by the City Council and its
publication as provided by law.

to be allowed to burn the top light on
the different clusters in the parks and
also submitting an itemized scale for
the burning of boulevard posts, boost-
er sign and park clusters, presented
and read. Ald. Wallis moved to sus-

Whereas, by direction of the City
Council of the City of Dubuque the
City Engineer has made a plat of, and
showing said portion of said street
proposed to be vacated and filed same
in his office subject to public inspec-

to all abutting property owners and
ten (10) days notice of such vacation
has been published in the official
papers of the city and the proposed
action has been submitted to the City
Council at two regular sessions, and
Whereas, it appears that no valid
objections have been made to the va-
cation of said street and the same is
not required for public purposes,

Section 1. That that part of Camp
street between Block 19 and Block 25
Dubuque Harbor Companies Addition

'Whereas,' Special assessments have'

gally suhject 'to assessment to pay for
'said 'improvement; and
'Whereas, Bonds have been.issued in
contemplation of the payment of said
special assessment and the funds re-
ceived from the sale of the bonds are
to he used'to',pay the contractor; and
Wheras, There still remains unsold
bonds approximating Thirty -Three
Thousand Dollars and the City Treas-
; urer is experiencing difficulty in sell-
ing such remaining bonds and thereby
the contractor has not been .paid for
his work performed to the extent of
the amount of the bonds remaining
unsold; and
Whereas, It is deemed advisable by
the City Council of the City of Du-
buque that said bonds be sold imme-
diately and the contractor paid; now
Therefore, Be it resolved by the City
Council of the City of Dubuque, That„
in order to facilitate the sale of the
bonds remaining unsold which were
issued to pay for the improving of
Kaufman Avenue, the City of Du-
buque, by its Council, does hereby Ir-
revocably guarantee the payment of
bonds which are now in the hands of
the City Treasurer remaining unsold
to any person or persons who will buy,
said bonds at this time unsold, and'
said City of Dubuque does hereby
agree and pledge itself to redeem said
bonds when they become due in the
event that not sufficient money has
been collected from and paid by such
persons who , have been assessed for
the payment of said improvement.

Section One:' That an Ordinance
entitled "An Ordinance regulating
the number of employees required to .
operate street cars used for public
service in the City of Dubuque, and
also regulating the number of en-
trances and exits of said cars, and
providing a penalty for the violation
hereof" be and the same is hereby
amended by inserting after the word
"Safety' and before the word "Shall"
in section six of said ordinance the,
words "The promotion of the pros-
perity, comfort and convenience of
the City of Dubuque and the inhabi-
tants thereof," so that said section,
thus amended, shall read as follows:
Section Six. This ordinance being
deemed urgent and of immediate
necessity for the protection of the
public safety, the promotion of the
prosperity, comfort and convenience
of the City of Dubuque and the in-
habitants thereof, shall be in force
and effect from and after its passage
and publication as required by law.
Section Two. This ordinance shall
be in force and effect from and after
Special `Session, Jan. 28, 1918. 1;5
its • passage by the City Council and
publication in the Telegraph- Herald
and Times- Journal newspapers as re-

and cleared of snow and ice within
ten hours after such snow and ice
have fallen and formed thereon, as
provided by the laws of Iowa and the
Ordinances of the City of Dubuque,
Iowa. Any person, persons or cor-
poration failing to remove such snow
or ice or permitting snow or ice to
form or accumulate upon said side-
walk, whether they. be tenant or
property owner, will be made party
defendant to any action or suit which
may be brought against said City by
persons sustaining injury by falling
upon such sidewalk.

HAVING BEEN ADOPTED BY
THE .CITY COUNCIL OF THE
CITY OF DUBUQUE ON DECEM-
BER 6TH, 1917.
Be It Ordained By the City Council
of the City of Dubuque:
Sec. 1. That an Ordinance entitled
"An Ordinance granting to the Stand-
ard Oil Co. the right to install and
maintain pipe lines for the convey-
ance of oil from the river front on
Water Street and Camp Street west
to the Standard Oil Co. plant," which
was adopted Dec. 6th, 1917, be, and
the same is hereby amended by in-
serting after the word "oil" between
the words "of" and "from" in the title
of said Ordinance the words "and
gasoline ".
Sec. 2. That Section 1 of said Or-
dinance be amended by inserting after
the word "oil" and between the words
"of" and "from" the words "and gaso-
line".
Sec. 3. All the conditions, pro-
visions and penalties provided for in
the original Ordinance shall also ap-
ply to the Ordinance when amended
to comply herewith, and the Stand-
ard Oil Co. shall, in signing their ac-
ceptance of the terms and provisions
of the Ordinance, shall make the
same read so as to include the Ordi-
nance and this amendment.
Sec. 4. This Ordinance shall be in
force and effect from and after its
passage by the City Council and its
publication as provided by law. .
Adopted January 3rd, 1918.

Whereas, by direction of the City
Council of the City of Dubuque the
City Engineer has made a plat of, and
showing said portion of said street
proposed to be vacated and filed same
in his office subject to public inspec-
tion, and due notice has been given
to all abutting property owners and
ten (10) days notice of such vacation
has been published in the official
papers of the city and the proposed
action has been submitted to the City
Council at two regular sessions, and
Whereas, it appears that no valid
objections have been made to the va-
cation of said street and the same is
not required for public purposes,
therefore be it ordained by the City
Council of the City of Dubuque:
Section 1. That that part of Camp
street'between Block 19 and Block 25
Dubuque Harbor Companies Addition
from South Main street to the Chi-
cago Milwaukee and St. Paul Rail-
way Companies right of way be and
the same is hereby vacated and an-
nulled and the permanent use of the
respective portions thereof adjoining
the variou.s lots abutting thereon is
hereby granted to the owners and
proprietors of said lots as contem-
plated by statute in such cases.
Section 2. This ordinance shall be
in force and take effect from and
after its passage by the City Council
and its publication in the Dubuque
Telegraph - Herald and Times-Joui nal
newspapers.

Be It Ordained by the City Council

Section One:' That an Ordinance

operate street cars used for public
service in the City of Dubuque, and

trances and exits of said cars, and
providing a penalty for the violation
hereof" be and the same is hereby
amended by inserting after the word
"Safety' and before the word "Shall"
in section six of said ordinance the
words "The promotion of the pros-
perity, comfort and convenience of
the City of Dubuque and the inhabi-
tants thereof," so that said section,
thus amended, shall read as follows:
Section Six. This ordinance being
deemed urgent and of immediate
necessity for the protection of the
public safety, the promotion of the
prosperity, comfort and convenience
of the City of Dubuque and the in-
habitants thereof, shall be in force
and effect from and after its passage
and publication as required by law.
Section Two. This ordinance shall
be in force and effect from and after
its passage by the City Council and
publication in the Telegraph- Herald
and Times - Journal newspapers as re-
quired by law.

Petition of John C. Burke, care -taker
of the First ward •scales, asking the
City Council to place his name on the
payroll as his receipts are too small
for living expenses, presented --' and
read. On motion of Aid. Callahan,
the City Auditor was instructed to
place the name of John C. Burke On
the officers' payroll, his salary to be
$10.00 per • month. -
Petition of Frederick O'Donnell,
asking the City Council to allow him
a soldier exemption on his home on
Grandview avenue, presented and read.
On motion of Ald. Wallis, the prayer
of the petitioner was granted and the
City Treasurer instructed accordingly.
Petition of the Iowa Telephone Co.,
asking • the City Council to release
their bond covering the liabilities on
the Rhomberg avenue job, presented
and read. On motion of Ald. Strobel,
the petition was referred to the Com-
mittee of the Whole.
Petition of J. J. Nagle, asking; the
City Council to sell to him that portion
of Camp street' which lies easterly of
the east line of Water street, presented
and read. On motion of Ald Wallis,
the City Recorder was instructed to
notify Mr. Nagle that the City Coun-
cil has not the power to sell said
street to the detriment of other prop-
erty.
Communication of Standard Oil Co.,
advising that they accepted the ordin-
ance granting them the right to in-
stall pipe lines from their plant to the
Mississippi river, presented and "read.
On motion of Ald. Strobel, the com-
munication was , made' a matter of
record.
Petition of The • Young Women's
Christian Association, asking the City
Council to exempt their taxes for the
year 1917 on account of their proper-
ty being used for benevolent purposes,
presented and read. On motion of
Ald. Frith, the petition was referred
to the Committee of the Whole.
Petition of • N. F. Friedlein, D. 0.,
asking the City Council to exempt his
property from city taxes 'on account
of his property being used solely for
agricultural purposes, 'presented' and
read. On motion of Ald. 'Leist, the
petition was referred to the Commit-
tee of the Whole to view the grounds.
Petition of the Federal Deposit &
Trust Co., asking the City Council to
allow Mrs.' Wheat an exemption as a
soldier's widow in the sum of
