The Dubuque City Council met in special session at 6:30 p.m. on March 2 2, 2023, in the
second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank,
Wethal; City Manager Van Milligen.
Mayor Cavanagh read the call and stated this is a special session of the City Council called
for the purpose of conducting public hearings on certain Fiscal Year 2024 Department Budgets.
PUBLIC HEARINGS
FISCAL YEAR 2024 DEPARTMENT BUDGETS
Fiscal Year 2024 City department budgets were presented by staff from the following
departments:
1. Five Flags Civic Center Fiscal Year 2024 Budget Presentation: Marie Ware, Leisure
Services Manager.
2. Grand River Center (Conference Center) Fiscal Year 2024 Budget Presentation : Marie
Ware, Leisure Services Manager.
3. Dubuque Ice Arena Fiscal Year 2024 Budget Presentation: Marie Ware, Leisure Services
Manager.
4. Transportation Services Fiscal Year 2024 Budget Presentation : Ryan Knuckey,
Transportation Services Director.
5. Engineering Department Fiscal Year 2024 Budget Presentation : Gus Psihoyos, City
Engineer; Max O’Brien, Civil Engineer; Deron Muehring, Civil Engineer; Jon Dienst, Civil
Engineer; Nate Steffen, Civil Engineer; Dave Ness, Traffic Engineer; Justine Hull, Traffic
Engineer; Justin Hogan, Facilities Manager; and Steve Sampson Brown, Project Manager. City
Clerk Breitfelder announced receipt of written input in the form of a letter signed by m ultiple
homeowners facing South Grandview and Bradly Street.
Staff responded to questions from the City Council following their respective presentations.
There being no further business, Mayor Cavanagh declared the meeting adjourned at 9:25
p.m.
