AN ORDINANCJ GRANTING UNTO
ROSHEK BROS. COMPANY, ITS
SUCCESSORS AND. ASSIGNS THE
RI,GFIT TO. ERECT AND MAIN-
TAIN AN ENCLOSED BRIDGE
OVER AND ACROSS A PORTION
OF THE ALLEY EXTENDING
FROM SEVENTH TO EIGHTH
STREETS, BETWEEN MAIN AND
LOCUST STREETS, IN THE CITY
OF DUBUQUE, IOWA, WITH
CERTAIN CONDITIONS AND, OB-
LIGATIONS AND RESTRICTIONS
REGARDING THE SAME.
Be It Ordained by the City Council
of the City of Dubuque:
Section 1. That Roshek Bros.
Company, a Corporation organized
under the laws of the State of Iowa,
with its principal place of business at
Dubuque, Iowa, its successors and as-
signs, be and are hereby authorized
tp erect and maintain for a period of
fifteen years an enclosed bridge or
arch approximately sixty feet in
length and twelve feet wide, extend-
ing from the building now occupied
by said Roshek Bros. Company, sit-
uated on lots fifty -six (56), , fifty-
seven (57) and the north twenty -
three (23) feet of lot fifty -eight
(58), in the City of Dubuque to the
Wallis Building (so- called), situated
on lots one hundred and forty -one
(141), one hundred and forty -two
(142) and one hundred and forty -
three-A (143 -A), in the City of Du-
buque, and over and across the alley
extending from Seventh to Eighth
Streets, between Main and Locust
Streets in the City of Dubuque, Iowa,
the said bridge or arch to be not less
than eighteen feet from the grade of
the alley to the underside of the
crown of the bridge or arch and on
condition that said Roshek Bros.
Company, its successors and assigns
shall ever hereafter hold said City
harmless from all damages that may
arise or be incurred by reason of the
grant of the privileges hereby made.
Section 2. This ordinance shall
take effect and be in force from and
after its passage and publication one
time in the Telegraph- Herald and
Times - Journal official newspapers of
said City.

NOTICE OF TH1 CITY COUNCIL'S
INTENTION TO IMPROVE JAN -
SEN AVENUE, FROM FIFTH
AVENUE TO THE END OF SAID
JANSEN AVENUE.
To Whom It May Concern:
You and each of you are hereby
notified that it is the intention of the
City Council of the City of Dubuque,
Iowa, to improve Jansen Avenue,
from Fifth Avenue to the end of said
Jansen Avenue.
That a plat of said improvement is
now on file in the office of the City
Recorder.
It is estimated by the City Engi-
neer that said improvement will re-
quire:
1,300 lineal feet of cement curb
and gutter.
100 square feet of cement gutter.
1,880 square yards of macadam.
Making a total estimated cost to
the legally assessable property own-
ers of $3,00.00.
Any person having objection to
said improvement is hereby notified
to appear before the City Council at
its next regular session, to be held
Thursday, March 7, 1918, or to file
With the City Recorder their objec-
tion in writing on or before March
7, 1918.

City Recorder Shea presented and
read the notice, certified to by the
publishers, of the City Council's in-
tention to improve Jansen avenue
from Fifth avenue to the end of said
Jansen avenue, also the written re-
monstrance of Bertha Lange, et al.
Ald. Frith moved to suspend the rules
for the purpose of allowing the in-
terested parties to address the coun-
cil. Carried by the following vote:
Yeas —Alds. Callahan, Frith, Leist,
McLaughlin, Plamondon, Strobel,
Wallis.
Nays`None.
Attorney Bonson, et al, addressed
the council relative to the improving
of Jansen avenue. On motion of Ald.
Frith, the notice was received and
filed and Ole remonstrances referred
to the committee of the whole and
the interested parties notified to be
present.
Petition of McFadden Building
Company, by J. M. McFadden, asking
the city council to cancel the assess-
ment on Lot 1 of the Sub. of 529 and
530 in accordance with the ordinance
adopted on June 18th, 1909, present-
ed and read. On motion of Ald. Wal-
lis, the petition was referred to the
city attorney.

Petition of Dubuque Moose Club,
No. 355, asking the city council to
accept the taxes for the years 1916
and 1917 on the south 2 -3 of Lot 67
and the north 11 inches of Lot 68 on
a valuation of $8,410.00, presented
and read. On motion of Ald. Wallis,
the peittion was referred to the com-
mittee of the whole.
Petition of Dubuque Roofing Co.,
asking the city council for permission
to lower the curbing at 52 South
Main street, presented and read. On
motion of Ald. Frith, the prayer of
the petition was granted, the work to
be clone under the supervision of the
street commissioner.
Petition of Mrs. John T. Farley,
asking the city council to reduce her
taxes on Lot 115, East Dubuque Add.,
N. 31 feet of Lot 116, East Dubuque
Add.; north 1 -2 of Lot 147, East Du-
buque Add.; Sub. south 1 -2 of 147,
East Dubuque Add. 2, presented and
read. On motion of Ald. Leist, the
petition was referred to the commit-
tee of the whole to view the grounds.
Ald. Plamondon moved to suspend
the rules for the purpose of allowing
the property owners on Kelly ave-
nue to address the council. Carried
by the following vote:
Yeas—Alds. Callahan, Frith, Leist,
McLaughlin, Plamondon, Strobel,
Wallis.
Nays —None.
Messrs. Downs, et al, addressed the
council relative to the repairing of
Kelly avenue. Ald. Plamondon mov-
ed to refer to the committee of the
whole to view the grounds, the mat-
ter of repairing Kelly avenue. Car-
ried.
Petition of Mary and Kate Enright,
asking the city council to view their
property and grant them a reduction
on their valuation, presented and
read. On motion of Ald. Frith, the
petition was referred to the commit-
tee of the whole to view the grounds.
Communication of the Dubuque
Electric Co., relative to the change
in rates for boulevard posts, booster
sign and park clusters, to take effect
from March 1st, 1918, presented and
read. On motion of Ald. Wallis, the
communication was referred to the
committee of the whole.
Petition of A. L. Rhomberg, rela-
tive to the cancellation of taxes for
the years 1916 and 1917, against
Block 24 in Railroad Addition and
Lots 640 and 641, East Dubuque Addi-
tion, this being the Detention Hospital
property and under the terms of the
lease is free of taxes, presented and
read. On motion of Ald. Wallis, the
petition was referred to the city at-
torney.
Petition of Mrs. Conley, guardian of
the three children of Mr. Seeck, ask-
ing the city council to cancel the tax-
es on south 1 -2 of east 1 -2 Lot 272,
presented and read. On motion of
Ald. Frith, the prayer of the peti-
tioner was granted and the city treas-
urer instructed accordingly.
Petition of F. C. Luchterhand, et
al, asking the city council to grant
them a material reduction on their
special assessments for the improve-
ment of Windsor avenue, on account
of said avenue being a natural water
way, presented and read. Ald. Frith
moved to suspend the rules for the
purpose of allowing the interested
parties to address the council. Car-
ried by the following vote:
Yeas —Alds. Callahan, Frith, Leist,
McLaughlin, Plamondon, Strobel,
Wallis. Nays —None.
Messrs. O. W. Gieger, et al, ad-
dressed the council relative to their
petition. On motion of Ald. Mc-
Laughlin, the petition was referred
to the committee of the whole and
notify the property owners to be
present.
Petition of the Dubuque Commer-
cial club, by Paul Rankin, executive
secretary, asking the city council to
order the issuance of warrants cover -
ing the appropriation of $2,500.00 for
the construction of the municipal
dock, presented and read. Ald. Wal-
lis moved that the city recorder be
instructed to ascertain from Mr.
Rankin the exact cost of constructing
the municipal dock and draw war-
rants to cover the same, the balance
to remain in the municipal dock fund.
Carried.
Petition of Chris. Steiner, asking
the city council to view his property
on part Lots 3 and 4, Wulwebber's
Sub., and grant him a reduction on
same, presented and read. On mo-
tion of Ald. Frith, the petition was
referred to the committee of the
whole to view the grounds.
Notice of claim of Dan Broderick,
in the sum of $50.00, together with
doctor and hospital bills, for injuries
sustained in falling on sidewalk on
Eleventh street, between Clay street
and White street, presented and read.
On motion of Ald. Leist, the notice
was referred to the city attorney.
Gentlemen: I herewith submit my
payroll for labor on streets in the
several road districts during the last
half of February, 1918:

Be it ordained by the City Council
of the City of Dubuque:
Section 1. That the . following
named Officers and Appointees shall
be paid as salaries the following
suns:
The Mayor, $1,400 per annum.
Each Alderman, $300 per annum.
City Treasurer, $1,760 per annum.
City Auditor, $1,540 per annum.
City Recorder, $1,540 per annum.
City Assessor, $1,650 per annum.
City Attorney, $1,980 per annum.
City Engineer, $2,200 per annum.
Section 2. The emoluments of any
officer shall not be increased or di-
minished during the term for which '
he shall have been elected or ap-
pointed, nor shall any change of
compensation affect any officer dur-
ing his existing term, unless the of-
fice be abolished, and no person who
shall have resigned or vacated any
office shall be eligible to the same
during the time for which he was
elected or appointed, when, during
the same time, the emoluments have
been increased.
Section 3. This Ordinance shall be

the injury complained of plaintiff is

ic of typhoid fever and stated that
he would mail to the Board of Health
a more comprehensive report in writ-
ing after a more thorough investiga-
tion the cause of the epidemic of
typhoid fever in the city.

Notice is hereby given that the reg-
isters of election, duly appointed to
register voters in the City of Du-
buque, Iowa will be in attendance at
the places hereinbelow mentioned, for
the purpose of correcting the registry
list of names of such electors as may
be entitled to vote at the City Elec-
tion to be held on Monday, April 1st,

and Friday, March 21st and 22nd,

Be it ordained by the City Council
of the City of Dubuque:
Section 1. That the following
named Officers and Appointees shall
be paid as salaries the following
sums:
The Mayor, $1,400 per annum.
Each Alderman, $300 per, annum.
City Treasurer, $1,760 per annum.
City Auditor, $1,540 per annum.
City Recorder, $1,540 per annum.
City Assessor, $1,650 per annum.
City Attorney, $1,930 per annum.
City Engineer, $2,200 per annum.
Section 2. The emoluments of any
officer shall not be increased or di-
minished during the term for which
he shall have been elected or ap-
pointed, nor shall any change of
compensation affect any officer dur-
ing his existing term, unless the of-
fice be abolished, and no person who
shall have resigned or vacated any
office shall be eligible to the same
during the time for which he was
elected or appointed, when, during
the same time, the emoluments have
been increased.
Section 3. This Ordinance shall be
