Special session April 3rd, 1918.
Council met at 3:25 P. M.
Mayor Saul in the chair.
Present —Alds. Callahan, Frith
Leist, McLaughlin, Plamondon, Stro-
bel, Wallis.
Mayor Saul stated that this meet-
ing is called for the purpose of can-
vassing the vote of the City Election
of April 1st, 1918, and acting on any
other business that might properly
come before a regular meeting of the
City Council.
Your committee of the whole to
whom was referred the petition of
the Windsor avenue property owners
asking for a reduction in the special
assessment levied against their prop-
erty for the improvement of said
street would respectfully recommend
that they be allowed a reduction of
20% on their assessment and those
having paid their assessment be al-
lowed a rebate equal to the 20%.

Your committee of the whole to
whom was referred the petition of the
West Locust street property owners,
asking for a reduction in their spe-
cial assessment for the improvement
of said street, would respectfully rec-
ommend that they be granted a re-
duction of 20% and that a warrant
be drawn for those having paid their
assessment for the 20% reduced.

respectfully recommend that the city
treasurer be instructed to accept
$200.00 as payment in full of the spe-
cial assessment levied against K.
Munsell, on Lots 19, 20 and 21, and
the Und. 2 -3 of Lots 15 and 16, Bur-
ton's Sub., for the improvement of
Kaufmann avenue.

Jas. McCraney, asking permission to
erect a building in front of Lot 2,
Block 7, Dubuque Harbor Co's. Add.,
to be used for storing fishing supplies,
would recommend that the prayer of
his petition be granted but that he be
instructed not to clean fish on the
river bank.

go ahead with the construction of the
cement steps from Main street to
North Main street and that the city

asking that the alley running north
from West Eighth street, in Bell's

On motion of Ald. Frith, the vari-
ous reports of the committee of the
whole were adopted.
Ald. Callahan moved that the city
engineer be instructed to prepare
grade on Division , street. Carried.
Ald. McLaughlin moved that the
mayor appoint a committee of three
aldermen to canvass the vote cast at
the city election of April 1st, 1918.
Carried. Mayor Saul appointed the
following committee: Alds. Frith,
Callahan and Plamondon. The vote
was then canvassed from the poll
books and found to be as follows:

Ald. Frith moved that all candi-
dates receiving a majority or plurality
of the Rotes cast be declared elected.

Mayor Pro Tem Wallis administer-
ed the oath of office to Mayor Saul.
Mayor Saul addressed the Council
as follows:
To the Members of the City Council,
Old and New:
I feel greatly honored today to take
my place as Mayor of the City for the
third term, having been elected by the
democrats, but I feel that I owe my
election to no one party but to the
people of Dubuque.
During ,my term as Mayor it has
always been my aim to give all mat-
ters careful consideration and do
what I thought was the best for the
best interest of the whole city and
not to be influenced by political or
personal feelings.
As Mayor I will try to act as I have
in the past and will always have but
one object in view, and that will be to
do what I think hest for the city.
I wish to thank the members of the
retiring Council for the many kind
things they have done for me and to
say to them that I always will cherish
the friendship I have made while
working with them as members of the
Council.
To the members of the new Council
I extend hearty greetings and best
wishes for the future. I hope that
during our term we will always work
together in harmony with one object
in view, and that will be for a great-.
er and better Dubuque.
Mayor Saul then called before his
desk the newly elected councilmen
and administered to them the oath of
office. The members are as follows:
Aldermen -at -Large Andresen of the
Fifth ward and Strobel of the Second
ward, Alderman Plamondon of the
First ward, Alderman McLaughlin of
the Second ward, Alderman Leist of
the Third ward, Alderman Hird of
the Fourth ward, Alderman Frith of
the Fifth ward.
Ald. Andresen moved that Ald.
Frith be appointed Mayor Pro Tem
for the ensuing two years. Carried.
Ald. Andresen moved to adjourn.

proving Viola street, from Pleasant
street to the end of said Viola street,
the mayor be and he is hereby re-
quired to execute and deliver to the
city recorder, to be by him registered
and countersigned, three bonds for
Two Hundred and Fifty Dollars each
and one for One Hundred and Eighty-
three and 95 -100 Dollars, numbered
5610 to 5613, inclusive, dated May 4th,
1918, payable on or before seven
years after the date thereof, and
bearing interest at the rate of five pet'
cent per annum, payable semi -annu-
ally.

proving Eagle street, from Viola
street to Althauser avenue, the mayor
be and he is hereby required to exe-
cute and deliver to the city recorder,
to be by him registered and counter-
signed, five bonds for Two Hundred
and Fifty Dollars each and one for
Fifty -eight and 96 -100 Dollars, num-
bered 5614 to 5619, inclusive, dated
May 4th, 1918, payable on or before
seven years after the date thereof,
and bearing interest at the rate of five
per cent per annum, payable semi-
annually.

read the notice, certified to by the
publishers, of the City Council's in-
tention to levy a special assessment to
pay for constructing sidewalks abut-
ting the following named lots on

case of Julia M. Ruprecht vs. City of

18749, for the sum of four hundred
twenty dollars, plaintiff to pay court
costs. This was an action for Seven
Thousand Five Hundred Dollars for
personal injuries received by plaintiff
on January 20th, 1916.
I further recommend that a war-
rant be drawn in favor of Frantzen

AN ORDINANCE PROHIBITING
THE RUNNING AT LARGE OF
CHICKEhTS, DUCK S, GEESE,
TURKEYS AND OTHER POUL-
TRY WITHIN THE LIMITS OF
THE CITY OF DUBUQUE, AND
PROVIDING A PENALTY OF THE
VIOLATION HEREOF.
Be It Ordained by the City Council of
the City of Dubuque:
Sec. 1. That it shall he unlawful
for any person or persons owning
chickens, ducks, geese, turkeys and
other poultry within the limits of the
city of Dubuque to permit the same
to run at large, but said chickens,
ducks, geese, turkeys and other poul-
try shall be confined upon the pre-
mises, lot or lots of the owner there-
of.
Sec. 2. The term "running at
large" shall be taken to mean any

wandering by said chickens, ducks,
geese, trukeys and other poultry off
of the premises, lot or lots of the
owner or owners thereof into, upon
or over any street, alley, avenue or
public place, or upon the property
and premises of persons other than
the owner or owners of said chickens,
ducks, geese, turkeys and other poul-
try.
Sec. 3. Any person or persons per-
mitting their chickens, ducks, geese,
turkeys and other poultry to run at
large, as herein defined, shall be guilty
of a misdemeanor and upon convic-
tion shall be fined not more than
Five ($5.00) Dollars nor less than
One ($1.00), Dollar and costs of
prosecution.
See. 4. This Ordinance shall be in
force and effect from and after its
passage by the City Council and pub-
lication as provided by law.

for such improvement, the name of
the owner thereof as far as practic-
able and the amount to be assessed
against each lot or parcel of ground,
which plat and schedule are subject
to public inspection.
And that any and all persons ob-
jecting to said special assessment or
to said plat must file his or their ob-
jections in writing with the City Re-
corder of said City of Dubuque on or
before said session of the City Coun-
cil to be held Thursday, May 2nd,
1918, or to appear at said session of
the Council to show cause, if any you
have, why said assessment should not
be levied.

AN ORDINANCE.
AN ORDINANCE PROHIBITING
THE RUNNING AT LARGE OF
CHICKENS, DUCK S, GEESE,
TURKEYS AND OTHER POUL-
TRY WITHIN THE LIMITS OF
THE CITY OF DUBUQUE, AND
PROVIDING A PENALTY OF THE
VIOLATION HEREOF.
Be It Ordained by the City Council of
the City of Dubuque:
Sec. 1. That it shall be unlawful
for any person or persons owning
chickens, ducks, geese, turkeys and
other poultry within the limits of the
city of Dubuque to permit the same

to run at large, but said chickens, -
ducks, geese, turkeys and other poul-
try shall be confined upon the pre-
mises, lot or lots of the owner there-
of.
Sec. 2. The term "running at
large" shall be taken to mean any
wandering by said chickens, ducks,
geese, trukeys and other poultry off
of the premises, lot or lots of the
owner or owners thereof into, upon
or over any street, alley, avenue or
public place, or upon the property
and premises of persons other than
the owner or owners of said chickens,
ducks, geese, turkeys and other poul-
try.
Sec. 3. Any person or persons per-
mitting their chickens, ducks, geese,
turkeys and other poultry to run at
large, as herein defined, shall be guilty
of a misdemeanor and upon convic-
tion shall be fined not more than
Five ($5.00) Dollars nor less than
One ($1.00), Dollar and costs of
prosecution.
Sec. 4. This Ordinance shall be in
force and effect from and after its
passage by the City Council and pub-
lication as provided by law.

On Saturday, May 4, 1918, at 10:00
o'clock A. M. sharp, the Market Mas-
ter will rent for cash the market
stands about the City Hail to the
highest bidder for the ensuing year.
The patries having posession of the
various stands at present will be per-
mitted to retain the same, provided,
however, they pay the advanced
price as designated by the Market
Master. No renter will be permitted
to sub - let the stands or will be per-
mitted to loan the use of same to
some other party under penalty of
having the rental of same annulled.
The City reserves the right to reject
any and all bids. Per order
